Summary

On February 24, in the U.S. District Court, Los Angeles, CA, Dmitry Nadezhdin, (also known as Nicholas Lakes and Dmitry Livshits) of Glendale, CA, and Viacheslav Berkovich of Los Angeles, CA, plead guilty to computer fraud and mail fraud stemming from charges that they illegally used a Federal Internet site to defraud trucking companies out of $2.4 million. A sentencing date has not yet been set. In the plea agreement, Mr. Nadezhdin, and Mr. Berkovich admitted that they entered into a scheme to defraud trucking companies through the use of two DOT websites: http://www.fmcsa.dot.gov/ and http://www.safersys.org/ also known as the Safety and Fitness Electronic Records (SAFER) System. As part of their scheme, these individuals entered the Federal Motor Carrier Safety Administration website and registered as both motor carrier’s and broker authorities. After both authorities were approved, the public could query the SAFER System, and search for safety records and identification of trucking companies and brokers that are authorized to transport goods in inter–state commerce.
