Ten Indicted in Pennsylvania Commercial Drivers Licenses Fraud Scheme

Summary

On August 18, a federal Grand Jury, Philadelphia, Pennsylvania, charged Vitaliy Kroshnev, his wife Tatyana Kroshnev, and eight others with false statements, identification document fraud, and bank fraud for their role in a conspiracy that allegedly aided more than 300 unqualified individuals in obtaining false Pennsylvania commercial driver licenses (CDLs).

According to the indictment, the defendants, under the auspices of the Kroshnevs' business, International Training Academy, a truck-driving school and business which rented tractor-trailers for the Federal Motor Carriers Safety Administration (FMCSA), and regulated CDL Skills Tests, arranged for hundreds of non-residents of Pennsylvania to fraudulently obtain Pennsylvania commercial driver licenses from 2007 to 2010.  The indicted conspirators allegedly bypassed FMCSA regulations by providing applicants with false Pennsylvania residency documents, as well as foreign language interpreters to provide answers to the applicants while taking the FMCSA regulated CDL Knowledge Test.

This investigation was worked jointly with the FBI, with assistance from FMCSA and the Pennsylvania State Police.

Note: Indictments, informations, and criminal complaints are only accusations by the government, all defendants are presumed innocent unless and until proven guilty.
