Summary

On February 4, 2013, Nazar Lopushansky, owner of Engelwood Construction Company., Inc., pleaded guilty in U.S. District Court, Concord, NH to falsely obtaining surety bonds in connection with contracts administered by the State of New Hampshire.  Lopushansky knowingly caused a Certified Public Accountant to prepare a false year-end financial statement which was used to induce bond companies to issue bonds to Engelwood.  He was indicted in May 2012. 

OIG's investigation was predicated on Lopushansky/Engelwood Construction allegedly submitting false certified payrolls to a prime contractor on a federally funded New Hampshire DOT contract.  During the course of the investigation, OIG uncovered the false surety bond issue.

Lopushansky is scheduled to be sentenced May 21, 2013.
