Summary

On June 25, 2013, David Morgan, former general manager of Valley Metro Transit, was sentenced in U.S. District Court, Roanoke, Virginia, for embezzling money from the U.S. Department of Transportation. Morgan was sentenced to 30 months probation and ordered to pay $10,416 in restitution and a $100 special assessment.

Between July 1, 2007, and June 20, 2008, Morgan utilized Valley Metro Transit credit cards to make inappropriate purchases which were paid for, in part, with Federal Transit Administration (FTA) operating grant funds. In 2006, $80,000 in grant funds were awarded to Valley Metro from the FTA to replace furniture at the company's downtown Roanoke administration building. However, Morgan used the grant funds to purchase meals, alcohol, golf fees, cigars, and gift cards totaling more than $14,000. 

We investigated this case jointly with the U.S. Postal Inspection Service, Virginia State Police, and the City of Roanoke Police Department.
