Civil Charges Filed Against Virginia Construction Company and its Owner for Violating False Claims Act on Federally-Funded Contract

Summary

On May 28, 2013, in U.S. District Court, Richmond, Virginia, a civil complaint was filed against Ground Down Constructors and its owner, Tracey Williams, for submitting false invoices to the Virginia Department of Transportation (VDOT) on a road construction project that received approximately 90% Federal DOT funds. In addition to the False Claims Act, Ground Down and Williams are charged with violating the Virginia Fraud Against Taxpayers Act.

OIG's investigation revealed that Ground Down and Williams knowingly inflated the amounts of materials used and the origin of materials on invoices submitted to VDOT for payment. The alleged single damages are approximately $20,000.
