Construction Company and Owner Ordered to Pay $30,000 for False Invoices on VDOT Project

Summary

On February 28, 2014, the U.S. District Court, Richmond, Virginia, entered a default judgment against Ground Down Constructors (Ground Down) and its owner, Tracey Williams. Williams admitted to submitting three falsified invoices and one falsified purchase order to the Virginia Department of Transportation (VDOT) to induce payment on a project in Caroline County, Virginia. For violating the Federal False Claims Act and the Virginia Fraud Against Taxpayers Act, Ground Down and Williams were ordered to pay $30,000.
