Summary

The Federal Aviation Reauthorization Act of 1996 authorizes the Federal Aviation Administration (FAA) to charge overflight fees to most operators of aircraft that fly in U.S.-controlled airspace but do not depart or land in the United States. However, our prior work has identified issues with FAA’s process for collecting overflight fees. For example, our audit of FAA’s financial statements for fiscal years 2012 and 2013 identified errors in overflight-fee transactions that amounted to over $100 million. We are initiating this audit to assess FAA’s policies and procedures for (1) accurately computing overflight fees, (2) granting exceptions appropriately, and (3) collecting or referring fees to Treasury for collection in accordance with Federal laws and regulations.
