Audit Initiated of the Costs and Controls Associated With the 2009 FAA/NATCA Contract

Summary

The Office of Inspector General plans to review the costs and controls associated with the 2009 collective bargaining agreement between the Federal Aviation Administration (FAA) and the National Air Traffic Controllers Association (NATCA).  We are conducting this review at the request of Representative John L. Mica, Ranking Member of the House Committee on Transportation and Infrastructure.  In his request, Representative Mica cited specific concerns about the cost overruns associated with the original 1998 contract between FAA and NATCA and emphasized the importance of contract oversight to ensure this does not occur with the new agreement. Accordingly, our audit objectives will be to (1) evaluate the accuracy and completeness of FAA’s cost estimate of the new contract, (2) identify contract provisions that could escalate costs, and (3) determine if FAA has sufficient controls in place to prevent cost escalations.
