Strategic Management

The Strategic Management Team directs and coordinates the development of the Federal Highway Administration (FHWA) Strategic Plan, as well as the FHWA contribution to the development of the U.S. Department of Transportation Strategic Plan, annual Performance Budgets and Performance and Accountability Reports. The strategic planning process provides the vehicle for establishing the Agency's priorities and direction. With a growing appreciation for the importance of strategic planning, the Strategic Management Team works with headquarters and field offices throughout the FHWA to identify priorities, key performance objectives, and resource requirements. The Team's unique contribution is to integrate external emerging issues and long run trends, implement changes in direction from top Administration officials, coordinate the annual implementation planning process, administer an internal shared planning database, continuously report progress against performance targets, and provide a crosscutting policy context that does not arise with individual program areas into the overall strategic planning process. In the 2015 Best Places to Work in the Federal Government survey sponsored by the Partnership for Public Service, FHWA ranks 12th out of 319 agencies in the Strategic Management best of class category.

About Us

Dr. J. Woody Stanley is the Strategic Management Team Leader in FHWA's Office of Policy and Governmental Affairs. He currently leads the FHWA's strategic and performance-based planning effort and plays a coordinating role in Agency performance-based management and reporting activities. He has over 30 years of experience in private industry, management consulting, and government. Prior to joining the FHWA in 2001, he held similar positions in the Federal Motor Carrier Safety Administration and National Highway Traffic Safety Administration. Dr. Stanley is a graduate of the University of North Carolina (B.A. Chemistry, M.S. Public Health), Duke University (M.B.A.), and the University of Southern California (D.P.A.). He is a Senior Member of the ASQ (Certified Quality Manager) and a member of several other professional societies.
