As PHMSA's Interim Executive Director, Stacy Cummings’ responsibilities include:

  • Provides executive leadership over the administration and manages its daily operations to ensure strong integration among all program offices.
  • Provides broad guidance on operations and policy implementation of the full range of the Agency.
  • Participates with the Administrator and Deputy Administrator in planning and establishing program policies, objectives, and priorities as well as directing the development of PHMSA’s strategic action plans.

 

Ms. Cummings is the Executive Director for the Federal Railroad Administration (FRA) at the Department of Transportation. In this position, she provides executive leadership over the administration and manages its daily operations to ensure strong integration among all program offices. She also provides broad guidance on operations and policy implementation of the full range of the Agency. Ms. Cummings participates with the Administrator and Deputy Administrator in planning and establishing program policies, objectives, and priorities as well as directing the development of FRA’s strategic action plans.

Ms. Cummings received her Bachelor of Science in Business Logistics from Pennsylvania State University and holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces along with a Master of Science in Management/Information Systems from the Florida Institute of Technology. She began her career as an Acquisition Logistics Intern with the Department of the Navy.

While with the Department of the Navy, Ms. Cummings gained expertise in logistics and maintenance programs, information technology, and engineering technical assistance programs. She also held several leadership positions where she provided strategic leadership and led stakeholder relationship management and strategic communications. Ms. Cummings has significant experience leading people, managing complex organizations, and overseeing multibillion-dollar financial operations.

Ms. Cummings is certified in both Program Management and Acquisition Logistics, is a graduate of the Naval Air Systems Command’s Senior Executive Management Development Program, and is a member of the Defense Senior Leader Development Program 2010 cohort.

Significant awards received include the National Defense Industrial Association San Diego Chapter, Fleet Support Award; and the Navy Meritorious and Superior Civilian Service Awards.
