DOT Bans All Samsung Galaxy Note7 Phones from Airplanes

WASHINGTON – The U.S. Department of Transportation (DOT), with the Federal Aviation Administration (FAA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA), today announced it is issuing an emergency order to ban all Samsung Galaxy Note7 smartphone devices from air transportation in the United States. Individuals who own or possess a Samsung Galaxy Note7 device may not transport the device on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the United States. This prohibition includes all Samsung Galaxy Note7 devices.

PHMSA and OSHA Clarify Requirements for Labeling Hazardous Chemicals for Bulk Shipments. The U.S. Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) and the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) today issued a joint guidance memorandum clarifying the applicability of their respective requirements for labeling hazardous chemicals.

PHMSA Issues Public Invitation to Comment on Application for Federal Preemption on California Meal and Rest Break Requirements. The Pipeline and Hazardous Materials Safety Administration (PHMSA) today published a Public Notice and Invitation to comment on an application from the National Tank Truck Carriers (NTTC), Inc. to determine whether federal hazardous material regulations preempt or override the state of California’s meal and rest break requirements. California law generally prohibits employers from requiring a truck driver to work during any meal or rest period.

PHMSA Seeks Comment on Insurance for Railroad Carriers Transporting Hazardous Materials.  The Pipeline and Hazardous Materials Safety Administration (PHMSA) today issued a notice and request for comment on the levels and structure of insurance for railroad carriers transporting hazardous materials. PHMSA is partnering with the Office of Research and Technology and the Volpe Center to conduct a study to better understand the financial risks involved with transporting hazardous materials by rail.

PHMSA Awards Nearly $1.5M in Grants for State Damage Prevention Programs

 

WASHINGTON - The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced nearly $1.5 million in grants to 18 states to support pipeline damage prevention. Awarded annually, the grants are used to strengthen a state's efforts in addressing pipeline failures attributed to activities such as excavation damage, one of the leading causes of pipeline accidents resulting in fatality or injury. The grants are also used to assist states in establishing damage prevention programs where they do not currently exist.

PHMSA Proposes New Safety Oil Spill Response Plans and Information Sharing for High-Hazard Flammable Trains

WASHINGTON – The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA), in coordination with the Federal Railroad Administration (FRA), today announced proposed regulations for Oil Spill Response Plans and Information Sharing for High-Hazard Flammable Trains (HHFTs) to improve oil spill response readiness and mitigate effects of rail incidents involving petroleum oil.

DOT Announces Over $3.7M in Instructor and Public Sector Hazardous Materials Safety Training Grants

WASHINGTON –The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced it issued over $3.7 million in FY2016 Hazardous Materials Instructor Training (HMIT) and Supplemental Public Sector Training (SPST) grants.

The HMIT grants fund the training of instructors who then train private-sector hazardous materials employees. The SPST grant funds national nonprofit fire service organizations to train instructors to conduct hazardous materials response training programs for local responders.
