  High Visibility Enforcement Toolkit  
  One of the most effective countermeasures in reducing highway traffic fatalities is creating general deterrence through High Visibility Enforcement (HVE). When the perceived risk of getting caught by law enforcement goes up, the likelihood that people will engage in unsafe driving behaviors goes down. The High Visibility Enforcement Toolkit has been designed to assist law enforcement agencies, communities, and states implement or enhance their HVE efforts. The HVE Toolkit has been created with assistance from a High Visibility Enforcement Panel consisting of field experts effectively implementing HVE in their jurisdiction or community.

• Down the Road Radar Technical Specifications (DOT HS 812 266)  
  Speed-measuring devices are eligible for purchase by State, county, and local law enforcement agencies using Federal highway safety grant funds. For a device to be eligible, it must appear on the NHTSA Conforming Product List, which certifies the device was subjected to robust testing to verify it meets the technical specifications established for the particular technology. Technical specification documents have been established for Down the Road RADAR (Radio Distance and Ranging) technology, and LIDAR (Light Distance and Ranging) devices and serve as the basis for testing and certification. Testing serves to assure the public that devices used for the collection of evidence of speed violations are accurate and reliable. The Conforming Product List also serves to assist law enforcement in the purchase of speed measuring devices with non-grant funds.
• LIDAR Speed-Measuring Device Performance Specifications (DOT HS 809 811)  
  Many speed measuring devices are purchased by State, county, and local law enforcement agencies using grant funding provided to the States by the Federal government. To ensure that speed measuring devices purchased with Federal funds are accurate and reliable; manufacturers are required to submit their devices to a robust series of tests against standardized technical standards. Devices that meet or exceed the technical standards established for Down the Road Radar or LIDAR (Light Distance and Ranging) instruments are added to a Conforming Product List (CPL). The CPL informs States, local governments, and law enforcement agencies of which devices are eligible for purchase using Federal funds, as well as to serve as guidance to law enforcement agencies in making purchases using their own funds. These technical standards have been produced and reviewed on an on-going basis to assure the public that Radar and LIDAR used by law enforcement and purchases with Federal funds are accurate as evidence collection devices.
