What changes have been made to the schedule for the Unified Registration System (URS) roll-out?

The FMCSA's July 28, 2016 Federal Register notice will announce that the initial phase of URS would become available December 12, 2015. The first phase would affect new registrants only:

  • All new registrants (defined as an entity who does not have, and has never had, an active USDOT number) must use the URS wizard to apply for DOT/MC numbers
  • Existing carriers continue to use current online/paper forms to make updates
  • Other URS requirements are postponed until the second phase of URS in 2017

Existing carriers and other regulated entities will not be affected by the first phase. Expected during the later phases of URS in 2017:

  • All carriers must use URS to register, make updates, including name and address changes, revoking, reinstating, undismissing or transferring operating authority, reapplications, etc.
  • Private carriers of non-exempt commodities are required to have proof of financial responsibility and process agent declaration in place
  • New fee structure takes effect
  • MC numbers are discontinued and authorities are listed until DOT number. New carriers are only issued DOT numbers
