ARRA Report

Overview

The American Recovery and Reinvestment Act of 2009 (ARRA or Recovery Act) states that "every taxpayer dollar spent on our economic recovery must be subject to unprecedented levels of transparency and accountability." In accordance with this objective, Section 1512(c) of the Recovery Act established a quarterly reporting requirement that applies to all ARRA funding recipients. Department of Transportation (DOT) ARRA recipients must submit an annual progress report, as required by Section 1201(c) of the Recovery Act. In addition to complying with ARRA reporting requirements, ARRA recipients must submit three required certifications. This page provides an overview of the two required ARRA reports, including reporting timelines, as well as references for detailed ARRA reporting requirements. This page will be updated with additional training and guidance materials as they become available. Notice for Reporting on Award Amendments

For the purposes of reporting ARRA information to FRA, an award for a project may encompass a set of amendments, designed to expand on project activities, provide additional federal funding, or otherwise adjust the original agreement. Project is used to describe both the overall effort and the individual work efforts described in each SOW. Thus, when reporting "per award" include all project work under the original FRA “parent” award and any amendments (if applicable). To ensure that you are reporting under the correct number, please refer to the award or cooperative agreement number found on your NGA which looks like this example: FR-ABC-1111-22-33-00. The original or "parent" award for a project will always end in "-00" while amendments will have the same "FR-ABC-1111-22-33-" but the final two digits will correspond to the number of that amendment (e.g., "-01"). Please use the parent award for all ARRA reporting. Refer to your award for reporting guidance for other FRA requirements such as quarterly financial and progress reports.

 

ARRA 1512 REPORT

All prime, or direct, recipients of ARRA funding are required to submit quarterly reports to FederalReporting.gov, including reports for all sub recipients receiving more than $25,000 in Recovery Act funding. Prime recipients may choose to delegate certain reporting requirements to sub recipients.

Initial 1512(c) reports are due on the 10th day after the end of each calendar quarter. Report submission is on a rolling basis, and FRA will begin reviewing and validating data on the 14th day of the month. Non-compliance with the ARRA reporting requirement is a violation of the award, and FRA reserves the right to take action, as outlined in the award agreement, to ensure compliance.

Recipient reports are due for each quarter during the term of the grant or cooperative agreement. Recipients should note that a first report is due for the quarter in which the award was received. For example, prime and sub recipients receiving an ARRA award obligated on or before September 30, 2010, are required to report for the July - September reporting cycle, even if no progress has been made on the award.

Submission Process
  • ARRA funding recipients must submit cumulative data for each ARRA award that addresses Section 1512(c) quarterly requirements to: http://www.federalreporting.gov/.
    •   
  • Funding recipients can use one of three basic submission methods: online data entry in the Web browser, Excel spreadsheet, or custom software system extract in XML.

Registration Instructions

Prior to submitting ARRA data and reports, prime and sub recipients must register with FederalReporting.gov, where they will submit the quarterly 1512(c) report. Recipients should register within 10 business days of receiving an award. Advanced registration is highly recommended.

1201(c) – PERIODIC REPORT

Section 1201(c) of the American Recovery and Reinvestment Act (ARRA) requires Department of Transportation (DOT) ARRA recipients to report on jobs created and the expenditure of ARRA funds. High Speed Intercity Passenger Rail (HSIPR) and Transportation Investment Generating Economic Recovery (TIGER) recipients are required to submit 1201(c) data for awards issued on or before January 31, 2012 using the FRA report template and instructions.

For 1201(c) reports due on February 17, 2012:

  • 1201(c) data is reported cumulatively, beginning February 17, 2009 through January 31, 2012.
  • Recipients should submit one 1201(c) report covering all HSIPR and TIGER awards issued on or before January 31, 2012, regardless of whether work has begun or if the grant has been closed.
