PHMSA uses the Government-wide Grants.gov to post all PHMSA grant opportunities, and receive applications for grants.  Grantees currently eligible to receive grants from PHMSA are urged to register as soon as possible in order to be considered when grant opportunities become available.

The Hazardous Materials Emergency Preparedness (HMEP) grant program provides financial and technical assistance as well as national direction and guidance to enhance State, Territorial, Tribal, and local hazardous materials emergency planning and training.

The Hazardous Liquid and Natural Gas grant programs include the award of grants to State agencies which are certified in the Pipeline Safety Program.

At PHMSA, grants are awarded by the following offices:

Hazardous Materials Safety

Office of Hazardous Materials Safety (PHH) awards about 70 grants each year to state agencies and Native American tribes through the Hazardous Materials Emergency Preparedness (HMEP) grant program.

Acquisition Services
The Acquisition Services Division (PHA-30) awards:

- cooperative agreements in support of the PHMSA Pipeline Safety Research Competitive Academic Agreement Program (CAAP).
PHMSA Launches First Pipeline Research Program for Colleges and Universities
- grants in support of the PHMSA State Damage Prevention Program (SDPP).
- grants in support of the PHMSA Technical Assistance Grants (TAG) program.
- Other Transaction Agreements in support of the PHMSA Pipeline Safety Research and Development Program.
