Port Ambrose (Liberty Natural Gas LLC)

On September 28, 2012, the Maritime Administration received an application from Liberty Natural Gas, LLC for all Federal authorizations required for a license to construct, own, and operate a liquefied natural gas deepwater port, known as Port Ambrose. Port Ambrose would consist of two Submerged Turret Loading Buoys in Federal waters approximately 17 nautical miles southeast of Jones Beach, New York, approximately 24 nautical miles east of Long Branch, New Jersey, and about 27 nautical miles from the entrance to New York Harbor, in a water depth of approximately 103 feet.

The application was deemed complete in June of 2013 and a Federal Register Notice of Application was issued to that effect. Public scoping meetings were held in Long Beach, New York on July 9, 2013 and in Edison, New Jersey on July 10, 2013.

The Port Ambrose statutory ‘clock’ was suspended on October 21, 2013 in order to provide the Maritime Administration additional time for review of the preliminary environmental documents. There will be additional public hearings as required by the National Environmental Policy Act. Although these meetings have not yet been scheduled, it is anticipated that there will be at least two more public hearings in New York and two more public hearings New Jersey before a Record of Decision is issued for the Port Ambrose project.
