Follow-Up Audit Announced of FAA’s Management of and Controls over Memorandums of Understanding (MOUs)

Summary

On July 29, we announced a follow-up audit of our September 2003 report on FAA’s management of and control over national, regional, and local MOUs with the National Air Traffic Controllers Association. MOUs are negotiated for issues that are not specifically addressed by the national agreement, such as: (1) changes in local working conditions; (2) implementation of new technology, and (3) training on new equipment. MOUs can be negotiated at the national, regional, or local level and are binding on both the Agency and the Union. The objective of this audit is to determine whether FAA’s newly established internal policies and procedures have been effective in improving the Agency’s management of and controls over MOUs. This audit was requested by the House Appropriations Subcommittee on Transportation, Treasury, and Housing and Urban Development.
