Summary

We will conduct an audit of FAA’s Next-Generation Air/Ground Communications (NEXCOM) Program. The NEXCOM Program is a critical element in FAA’s effort to modernize air-to-ground communications to meet future communications requirements in the National Airspace System. NEXCOM will replace existing, antiquated analog communications technology with digital voice and data-link technology. The objectives of this audit are to determine whether: (1) FAA’s replacement strategy is cost-effective and program costs can be reduced; (2) the program design adequately addresses key risks, including any security concerns; and (3) FAA has an effective process to control contract costs.
