PHMSA's overarching goals are to ensure both safety and security of our Nation's transportation systems, including pipelines.

PHMSA offers technical expertise and continuity between safety and security through the use of a systems based approach to vulnerability, risk analysis and management practices. PHMSA is committed to ensuring not just the safety but the security of pipeline operations and the transport of hazardous materials.

Through collaboration and coordination, PHMSA provides support to partnering Agencies and Department in the areas of hazardous materials and pipeline operations.

PHMSA and TSA
PHMSA and the Transportation Security Administration (TSA) have a mutual interest in ensuring coordinated, consistent, and effective activities that improves interagency coordination on transportation security and safety matters.

On August 9, 2006, PHMSA and TSA signed an annex to the Memorandum of Understanding (MOU) between the DOT and Department of Homeland Security (DHS).

The annex to the MOU clearly delineates the lines of authorities and responsibilities and promotes efficiency, communication, and non-duplication of effort through cooperation and collaboration between the Administrations in the area of transportation security based on existing legal authorities and core competencies.
