Patrick T. Warren, Acting Executive Director

Mr. Patrick Warren joined the Federal Railroad Administration (FRA) in 2014 as the Director of Regional Operations. He also served as the Acting Deputy Associate Administrator for the Office of Railroad Safety, where he was responsible for managing a myriad of operations designed to promote safety within the rail industry.  In September 2016, Mr. Warren became the Acting Executive Director of the FRA.  As Acting Executive Director, he provides leadership over the Administration’s operations, its 950 employees and manages a $1.6 billion budget in support of the FRA’s rail development and safety mission.

Prior to FRA, Mr. Warren served in the U.S. Army across the United States, and in Afghanistan, Germany, Turkey, and Belgium.  He was the Commander or Senior Administrator for training and administrative organizations, and in tactical military units dedicated to emergency response, safety compliance, security, and defense.  Some of his many assignments included that of Senior Safety Officer, Operations Director, and Chief of Staff.  He further served as a political-military advisor for the Department of Defense while with the North Atlantic Treaty Organization (NATO).  He also served as a Federal Executive Fellow with the Brookings Institution.

Mr. Warren received a bachelor’s degree in engineering from the U.S. Military Academy at West Point, a master’s degree in computer science from the Naval Postgraduate School, and a master’s degree in national strategic studies from the U.S. Army War College.
