Data Management

Data management is the development and implementation of data architectures, policies, practices, and procedures that properly and effectively manage the agency's safety data program. These activities are critical to a program's long term effectiveness.

MAP-21 Guidance on State Safety Data Systems MAP-21 Guidance on State Safety Data Systems This guidance clarifies (1) State safety data capabilities to satisfy the “Moving Ahead for Progress in the 21st Century Act” (MAP-21) (P.L. 112-141), and (2) the safety data collection, integration, improvement, and analysis activities eligible for HSIP funding.
MIRE FDE Cost Benefit Estimation - Report No FHWA-SA-13-018 MIRE FDE Cost Benefit Estimation - Report No FHWA-SA-13-018 This report estimates the potential cost to States in developing a statewide Linear Referencing System and collecting the Minimum Inventory of Roadway Elements, Fundamental Data Elements, on all public roadways. The expected benefit is that collecting additional roadway and traffic data and integrating those data into the safety analysis process will improve an agency's ability to locate problem areas and apply appropriate countermeasures, hence improving safety.

Crash Data Improvement Program (CDIP) Final Report Crash Data Improvement Program (CDIP) Final Report The Crash Data Improvement Program (CDIP) was initiated by the FHWA to provide States with a means to measure the quality of the information within their crash database and to provide recommendations for improvement. It provided States with measures to address the six data quality attributes of timeliness, accuracy, completeness, uniformity/consistency, integration, and accessibility

This report ten States participated in the program. It presents the basic findings from those States along with a summary of the recommendations that the CDIP made to those States for improving their crash data systems.
Roadway Data Imprvement Program (RDIP) Roadway Data Imprvement Program (RDIP) The purpose of the Roadway Data Improvement Program (RDIP) is to help transportation agencies improve the quality of their roadway data to support their safety and other improvement initiatives.

The intent of the RDIP Supplemental Information Resource is to provide an overview of data collection practices, transportation planning and coordination, data management, and using roadway data for safety. The information provided in this Supplemental Information Resource incorporates information provided by a Technical Working Group on roadway data collection, analysis, management, and integration.
The Highway Safety Manual (HSM) The Highway Safety Manual (HSM) The HSM provides the best factual information and tools in a useful form to facilitate roadway planning, design, operations, and maintenance decisions based on precise consideration of their safety consequences. The primary focus of the HSM is the introduction and development of analytical tools for predicting the impact of transportation project and program decisions on road safety.

Crash Modification Factors Clearinghouse Crash Modification Factors Clearinghouse The Crash Modification Factors (CMF) Clearinghouse is an online repository of CMFs, along with supporting documentation, to help transportation engineers identify the most appropriate countermeasure for their safety needs.

MIRE Data Collection Guidebook MIRE Data Collection Guidebook The MIRE Data Collection Guidebook builds upon the MIRE, Version 1.0 document to identify issues States should be cognizant of when collecting information on specific MIRE elements. The Guidebook discusses methods of collecting the MIRE elements and potential limitations of those methods. It provides data managers and collectors with information regarding techniques for collecting MIRE data elements that potentially will allow them to collect the elements more efficiently.

Perspectives for the Development of the Roadway Safety Data Program Perspectives for the Development of the Roadway Safety Data Program This document follows the state data capability assessment process and summarizes the project team's and State participants' perspectives, organized into four areas: data collection, data analysis, data management, and data expansion. For each goal area and proposed action item the document includes discussion on motivation, priority, delivery methods, and recommendations.

MIRE Management Information System Lead Agency Data Collection Report MIRE Management Information System Lead Agency Data Collection Report The Lead Agency Data Collection Report presents the findings from an effort to assist two States to expand their roadway inventory data collection to include MIRE intersection data elements. The development of this information into their databases was intended to facilitate the use of this information to use more advanced analytic methods. The report documents two different methods of data extraction used by the two pilot states. The implications from this effort may lead to more effective and efficient methods of increasing the collection and use of MIRE by State and local transportation agencies. Further, these results may better assist States in complying with the guidance and requirements of the Moving Ahead for Progress in the 21st Century (MAP-21) legislation.

Development of a Structure for a MIRE Management Information System Development of a Structure for a MIRE Management Information System The Structure Report identifies issues States should be cognizant of when collecting, correcting, and maintaining information for a safety management system. The report presents a conceptual model that identifies the business functions a state is likely to need from a safety management system. This document provides data managers with information and issues they should address in establishing or improving an integrated safety data file structure to enhance the safety performance of the state's roadways.

Collective information is a process of assembling or gathering information on a subject through the use of a large, disperse, and potentially uncontrolled group of individuals. The White Paper also examines current uses of collective information gathering and potential next steps for this process to support the collection of transportation data.
Performance Measures for Roadway Inventory Data Performance Measures for Roadway Inventory Data The Performance Measures Report builds upon NHTSA's Model Performance Measures for State Traffic Records Systems Report and identifies issues to be considered and performance measures to assess the quality of roadway and traffic data. This report provides data managers and collectors w ith refined techniques for assessing the quality of roadway and traffic data inventory data they collect and maintain.
Safety Data Benefit Cost Analysis Final Report Safety Data Benefit Cost Analysis Final Report The Federal Highway Administration (FHWA) Office of Safety commissioned this study to develop guidance on methodologies that State and local Departments of Transportation (DOTs) could implement to make the case for investing in data collection, data systems, and processes. This report establishes the first of its kind benefit-cost analysis (BCA) methodology to quantify the economic returns from investing in safety data improvements.

A Systemic Approach to Safety - Using Risk to Drive Action A Systemic Approach to Safety - Using Risk to Drive Action The systemic approach to safety involves widely implemented improvements based on high-risk roadway features correlated with specific severe crash types. The approach helps agencies broaden their traffic safety efforts and consider risk as well as crash history when identifying where to make low cost safety improvement locations.
