Railroad Safety Advisory Committee (RSAC)

In March 1996, FRA established the Railroad Safety Advisory Committee (RSAC), pursuant to Section 10(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463) to provide advice and recommendations to the FRA on railroad safety matters.  The RSAC is a formally chartered and structured Federal Advisory Committee and provides a forum for collaborative rulemaking and program development and includes representatives from all of the agency’s major stakeholder groups, including railroads, labor organizations, suppliers and manufacturers, and other interested parties. 

When appropriate, FRA assigns a task to RSAC, and after consideration and debate, RSAC may accept or reject the task. If accepted, RSAC establishes a working group that possesses the appropriate expertise and representation of interests to develop consensus recommendations to the FRA Administrator for action on the task.  The diversity of the Committee ensures the requisite range of views and expertise necessary to discharge its responsibilities.
