Why is the Unified Registration System (URS) Rulemaking being implemented in phases?

It is complex and challenging to create a single, effective unified system while taking into account 20 distinct registration systems that must be updated or retired in the process. This effort affects several hundred thousand records. We believe that a phased approach is the best strategy to ensure that all affected entities have the best registration experience from the beginning.
