PHMSA Clarifies Consumer Fireworks Policy. On Thursday April 2, 2015, the Pipeline and Hazardous Materials Safety Administration published in the Federal Register a clarification policy titled "Clarification on Policy for Additional Name Requests Regarding Fireworks" that revises its application-approval procedures for previously approved firework designs, and requirements for assigning Explosive Approval (EX) or Fireworks Certification (FC) numbers. PHMSA found that processing additional item name request applications provided no additional safety benefit and thus PHMSA will be able to conserve resources by eliminating the redundant approval procedure. PHMSA will no longer process additional consumer fireworks name EX/FC numbers applications each time an additional item name is associated with a firework design type.
