PHMSA Proposes to Update Requirements for Hazardous Materials Grants. The Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced it published a proposed rulemaking and request for comment on potential updates to regulations for its Hazardous Materials grants program. As part of the rulemaking proposal, PHMSA seeks to add references to territories and pre-award expenditures; update definitions for hazardous material employees, employers, and nonprofit organizations; and require the electronic submittal of documents from applicants and grantees. These changes and others will incorporate the Office of Management and Budget's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and update grant program participation requirements as outlined in the Fixing America's Surface Transportation Act of 2015. PHMSA's Hazardous Materials grants program includes grants for: Hazardous Materials Emergency Preparedness; Supplemental Public Sector Training; Hazardous Materials Instructor Training; and Community Safety.
