What We Do

The Office of Transportation Policy Studies (HPTS) is a unit within the Office of Policy and Governmental Affairs in the Federal Highway Administration (FHWA). The staff members have varied backgrounds in economics, engineering, transportation planning, statistics, political science, and public administration. Together, they possess extensive work experience in FHWA, State transportation agencies, consulting, and private industry. In addition, the office leverages its capabilities and expertise through an extensive network of consultants with specific expertise in econometric modeling, transportation policy analyses, project finance and engineering, public surveys and statistical analysis, and database management.

The HPTS staff collaborates with their peers in other FHWA offices, other DOT modal administrations, and the Office of the Transportation Secretary in order to accomplish their work. The documents, plans, reports, and databases that are prepared by the staff are used internally by Agency leadership and beyond the agency by the Transportation Secretary and other Administration officials as well as by Congressional committees that develop and oversee transportation policy legislation.
