Lydia Moschkin

Associate Administrator for Budget and Programs/Chief Financial Officer

Lydia Moschkin is a member of the Senior Executive Service (SES). She is currently the Associate Administrator for Budget and Programs/Chief Financial Officer (CFO). She is responsible for the oversight of all financial management and budget activities relating to the programs and operations of the Maritime Administration (MARAD. She is responsible for the Agency’s budget formulation, proper utilization of and accounting for Agency resources, and status of program funds. She is responsible for the Agency’s funds execution and funds control; and the Agency’s performance management and internal controls.

From May 2008 to Feb 2011, Lydia was the Director for Financial Reporting and Analysis for the Office of the Under Secretary of Defense (Comptroller) (OUSD( C)), Department of Defense (DoD) at the Pentagon. She was responsible for the development of the Department’s financial reporting policy and guidance. From August 2006 to April 2008, Lydia was the Director for Accounting and Finance Policy in the OUSD( C). In this position, she was responsible for the development and implementation of DoD accounting, disbursing, debt and finance policy. This included the administration and publication of the Department’s Financial Management Regulation.

Lydia was awarded the Office of the Secretary of Defense Exceptional Civilian Service Award in February 2011 from the DoD CFO/Comptroller.

From November 2004 to August 2006, Lydia was the Director for Policy and Performance Management for the Defense Finance and Accounting Service (DFAS), Arlington, VA. She was responsible for the development of DFAS finance and accounting policy and led the development and implementation of DFAS’s performance management objectives, goals and metrics. In August 2006, Lydia was awarded the DFAS Distinguished Service Award.

From November 2002 until November 2004, she served as the Assistant Deputy Director for Strategic Planning for the Business Management Modernization Program (BMMP), Office of the Comptroller, DoD. In this position, she was responsible for strategic planning, quality assurance, performance assessment and improvement, and test and evaluation functions for the BMMP.

Prior to joining the BMMP in November 2002, Ms. Moschkin served as the Director for Systems Integration at DFAS from January 1998. In this position, she was responsible for implementing and managing the consolidation, modernization, and integration of the DoD’s finance and accounting systems. In July 1996, Ms. Moschkin was appointed the Deputy Program Manager for the Defense Accounting System (DAS) Program Management Office (PMO) and appointed the Acting Program Manager in July 1997. She was responsible for establishing the program office and developing the target functional and technical finance and accounting system architecture.

Prior to joining the DAS PMO, Ms. Moschkin served as the Assistant Deputy Director for General Accounting, DFAS, where she was appointed to the Senior Executive Service. She was responsible for developing accounting principles, standards, policy, and procedures for the DOD.

Lydia served as in various other accounting policy and operations positions in the DFAS, Department of the Navy and Army, and the private sector to include: the Naval Computer Telecommunications Command, Washington, DC; the Navy Accounting and Finance Center; the Naval Weapons Center China Lake, CA; the U.S. Naval Communications Station, Japan; the U.S. Army Finance and Accounting Office, Camp Zama, Japan; Communications Satellite Corporation (COMSAT); Kessler International Corporation; and Jerome A. Powers Inc. CPA.

Lydia earned a bachelor degree with a major in economics and a minor in accounting from Douglas College, Rutgers University in 1975, and completed graduate studies in accounting at both Rutgers Graduate School of Business and the University of Maryland. She is a member of the Association of Government Accountants (AGA).
