Chief Counsel

David J. Tubman, Jr. was sworn in as the Chief Counsel of the Maritime Administration (MARAD) on February 22, 2016.  As Chief Counsel, Mr. Tubman directs and supervises the Office of the Chief Counsel, which provides legal advice and services to all of MARAD’s offices.  The Office of the Chief Counsel is fully committed to MARAD’s mission of promoting the development and maintenance of the United States merchant marine, and to ensuring that the United States maintains adequate shipbuilding and repair services, efficient ports, effective intermodal transportation systems, and reserve shipping capacity for use in times of national emergency.

Mr. Tubman joined MARAD from the Federal Maritime Commission, where he served as Counsel to Commissioner William P. Doyle from July 2013 to February 2016. In this role, he provided strategy, guidance, and legal advice to the Commissioner on a full range of matters before the Commission including: the granting of limited antitrust immunity to regulated entities under the Shipping Act, the effects of ocean carrier alliances, port congestion and demurrage, imposing remedies for anti-competitive barriers, regulatory reform and rulemakings, and consultations with foreign governments and groups on issues affecting the international maritime industry.

Prior to his role at the Federal Maritime Commission, Mr. Tubman served as Chief of Staff at the Marine Engineers’ Beneficial Association. There, Mr. Tubman managed the organization’s interests before Federal, state, and local elected and administrative bodies. In that role, he provided counsel on business development, legislative strategies, contract negotiations, legal matters, and guidance to the executive board.

Mr. Tubman was born in San Francisco and raised in Fairfax, California. He is a graduate of the California Polytechnic State University, where he earned a Bachelor of Arts in political science.  Upon graduation from Cal Poly, he worked three years for U.S. Senator Barbara A. Mikulski as part of her legislative staff.  He is a University of Maryland School of Law graduate and is admitted to practice law in Maryland and California.
