Pattie Tom
Director, Office of Civil Rights
Pattie Tom is the director of MARAD’s Office of Civil Rights at agency headquarters in Washington, DC.
Ms. Tom has spent most of her career in public service, civil rights, and the transportation industry. She previously managed a national program for airport civil rights policy and compliance at the Federal Aviation Administration (FAA), overseeing Title VI, non-discrimination, Americans with Disabilities, Rehabilitation Act, and Disadvantaged Business Enterprise (DBE) program compliance at the Nation’s airports.
Ms. Tom also served as acting director of civil rights for the FAA Western-Pacific Region, and DBE Compliance, and as acting director of NHTSA’s Office of Civil Rights.
Prior to her return to federal service, Ms. Tom served the Metropolitan Washington Airports Authority as manager of the Equal Opportunity Programs Department, where she directed the authority’s equal employment opportunity (EEO) program, and its local small business and DBE program that encompassed a $3.5billion airport capital expansion program.
She has a Bachelor of Science degree in psychology from the University of California at Santa Cruz, and earned a Master of Arts degree in social service administration from the University of Chicago. Ms. Tom and her husband, Bill, reside in Arlington.
