About Hazardous Materials Grants Program

The Pipeline and Hazardous Materials Administration (PHMSA), Hazardous Materials (Hazmat) Grants Program is comprised of three grants:

  • Hazardous Materials Emergency Preparedness (HMEP);
  • Hazardous Materials Instructor Training (HMIT)
  • Supplemental Public Sector Training (SPST); and

The Hazmat Grants Program is funded by registration fees collected from hazardous materials (hazmat) shippers and carriers who offer for transportation or transport certain hazmat in intrastate, interstate, or foreign commerce in accordance with 49 CFR Part 107, Subpart G. These fees fund the three hazmat grants, monitoring and technical assistance, curriculum development, and the development of the Emergency Response Guide (ERG). The total appropriations authorization for the Hazmat Grants Program is $28.3M.

DOT Awards $4.2M for Hazardous Materials Employee and Emergency Responder Instructor Training.

On June 23, 2015, PHMSA awarded the Hazardous Materials Instructor Training (HMIT) Grant to five non-profit organizations to carryout hazardous materials (hazmat) employee train-the-trainer programs. These funds are awarded through a competitive process to non-profit organizations that demonstrate: 1) expertise in conducting a training program for hazmat employees; and 2) the ability to reach and involve in a training program a target population of hazmat employees. In FY15, PHMSA awarded $3,347,234 to the following HMIT grant recipients:

  • International Association of Machinists (IAM) - $998,513
  • International Brotherhood of Teamsters (IBT) - $1,000,000
  • Sustainable Workplace Alliance (SWA) - $451,036
  • International Chemical Workers Union (ICWU) - $451,036
  • Dangerous Goods Trainers Association Inc. (DGTA) - $350,000

In addition to the HMIT, PHMSA also awarded the Supplemental Public Sector Training (SPST) grant to one national non-profit fire service organization for the purpose of training instructors to conduct hazardous materials response training programs for individuals with statutory responsibility to respond to hazardous materials accidents and incidents. In FY15, PHMSA awarded this grant to the International Association of Fire Fighters (IAFF) in the amount of $927,000.
