The SDA is a career Senior Foreign Service Officer with the United States Agency for International Development (USAID). The SDA reports directly to the Commander and provides development advice on:• Development• Stabilization• Reconstruction• Humanitarian Assistance. The SDA also provides advice and input on the command’s strategy, plans and programs, as it relates to development, as well as the appropriate role of efforts in support of other U.S. government departments and agencies. The SDA directs USAFRICOM’s development and humanitarian assistance activities and keeps the Commander and staff informed on development and humanitarian assistance guidance, policy doctrine and best practices relevant to the command’s mission and operations (e.g., humanitarian assistance and disaster response, security sector reform, HIV/AIDS, and health, reconstruction, anti-terrorism and civil-military coordination).

Mission

The mission of the Office of the Senior Development Advisor (SDA) is to advise the Commander and Senior Staff on the integration and synchronization of defense with relief, humanitarian assistance and development activities, and to serve as USAID’s principal senior representative within U.S. Africa Command. The SDA works to ensure that USAID/DoD civilian-military coordination enhances development and humanitarian assistance objectives as part of achieving U.S. foreign policy and higher level U.S. national interests.
