Phase 1: Mobility DMCC /DMUC and Wireless Devices & Services (COMPLETE)
Phase 2: COMSATCOM, DREN, DRSN, DSN, Equip Only (COMPLETE)
Phase 3: CBL, EMSS, Networx (COMPLETE)
Phase 4: CSSS (CSSS and INMARSAT to CSSS Conversion COMPLETE)
Phase 5: Dedicated, SIPR, NIPR, Backbone (COMPLETE)
Phase 5a: VPN (COMPLETE)

IMPORTANT: All Ordering in DDOE is now disabled. No NEW STARTS, AMENDS, CHANGES, CANCELS, DISCONTINUES, TEMPORARY orders are allowed. Only in process orders on a specific list of protected orders in DDOE Approval Routing, will be allowed to complete the approval process in DDOE in October. Please monitor your orders to ensure that approvers complete the approval process as soon as possible.

Users will continue to have access to Track TR and Queries for approximately one month to allow users to generate reports or lookup specific DDOE orders.
PHASE 5 - Dedicated, SIPR, NIPR, Backbone
11 OCT 16 – All APPROVED Dedicated, SIPR, NIPR, and Backbone orders approved as of 03 OCT 16 available in DSF.
17 OCT 16 – All Phase 5 Orders approved by 10 OCT 16 available in DSF. Phase 5 Complete.

PHASE 5a – VPN:
11 OCT 16 – All VPN IDs available for new Connect orders, new VPN IDs available for CREATE. All approved DDOE orders available in DSF for import.

Protected Orders:
31 OCT 16 – All remaining orders complete approval. Migrations will continue weekly on 24 OCT, 01 NOV 07 for orders approved the preceeding week.

       •  07 Oct 16 - ATTENTION ALL EMSS CUSTOMERS: Due to the limited inventory of the 9505A satellite phone, EMSS customers who do not require Type 1 encrypted voice should purchase the 9575 satellite phone. The next generation secure handset should be available in July of 2017. Those customers with a valid Type 1 encrypted voice requirement that cannot be deferred until July 2017 must provide GS15/O6 validation of their requirement to the EMSS Program Management Office (disa.meade.ns.mbx.emss-program-office@mail.mil) for any orders of five (5) or more 9505A handsets. Additionally, any orders of the 9505A handset in any quantity that do not include the secure tamper seal will be reviewed.
 
       •  28 Sep 16 - ATTENTION: EMSS customers any orders with Bona Fide FY'16 need that have not already been released from DISA Storefront for fulfillment (as of 27 SEP 16) will not be obligated in Fiscal Year 2016. Orders that are still be prepared or have not been released will need to be cancelled (if no longer required) or amended to reflect FY17 funding approval.
 
       •  21 Sep 16 - ATTENTION EMSS CUSTOMERS - EMSS Customers preparing equipment orders and activations that include Non-Recurring Charges (DTCS, SBD, Nano, Closed Net, SIM Card Reactivations): From this point forward DITCO can only provide a "best effort" to obligate Fiscal Year 2016 funds and can offer no guarantee funds will be obligated in this Fiscal year.
 
       •  15 Sep 16 - TIBI/DITCO Web Scheduled Downtime this Saturday 9-17-2016 - Scheduled maintenance on the production database server will be performed this coming Saturday, 17 Sep 2016, 1400-1700 CDT.        •  30 Aug 16 - ATTENTION ALL EMSS CUSTOMERS. Due to limited inventory, all orders for the Iridium 9505A satellite phone must be approved by the EMSS Program Management Office prior to submitting your order. Please contact disa.meade.ns.mbx.emss-program-office@mail.mil or (301) 225-2800 to obtain approval or for more information.
 
       •  22 Jul 16 - TIBI Users - In an effort to standardize date element naming conventions within DISA applications, TIBI has been updated to provide the following changes and addition: Effective Date is now Date Signed; Disconnect Date is now Discontinue Date; Expiration Date is now Ultimate Expiration Date; and Service Date has been added as a new date element. If you have any questions, contact TIBI customer support for your agency.
 
       •  27 Jun 16 - ATTENTION EMSS CUSTOMERS: EMSS Global Data Broadcast (GDB) orders can now but submitted through DISA Direct Storefront. There are three types of orders: 1) Activate a GDB Device, 2) Create a GDB Service, and 3) Subscribe a GDB Device to a GDB Service. If you have any question, please contact the EMSS PMO at 301-225-2800 or disa.meade.ns.mbx.emss-program-office@mail.mil.
 
       •  23 May 16 - ATTENTION EMSS CUSTOMERS: Due to remaining inventory levels, EMSS customers who wish to purchase the Iridium 9505A satellite phone, but do not require the use of the Iridium Secure Module for voice calls using Type 1 encryption, are encouraged to purchase the 9575 handset (CLIN 0020CL).
 
       •  01 Feb 16 - ALL DISA DIRECT, STOREFRONT and TIBI USERS - many accounts had roles that expired on 30 JAN 2016 and may have cause users to be unable to access applications that required those roles. The roles have been restored as of 01 FEB 2016. If your account was effected, please log in again to verify your roles and contact the DCCC if you continue to have account role access issues.
 
       •  22 Jan 16 - DISA AROs - Effective Monday, February 15, all PENDING TRs in DDOE that are one year or older will be automatically deleted in order to start preparations for transitioning order data to DISA Direct Storefront (DDSF). More information on the transition to DDSF will be posted soon!
 
       •  08 Jan 16 - Effective 18 January 2016 - The DDOE Telecom Request will no longer reflect the 'START' type action for DoD Mobility Capability and Wireless Devices and Services. All START actions for DoD Mobility Capability and Wireless Devices and Services will be created in DISA Direct Storefront starting 18 Jan 16. Users that have existing orders that were created via DDOE Telecom Request will continue to use DDOE to create subsequent actions (AMEND, CHANGE, CANCEL, or DISCONTINUE) to those existing orders until otherwise stated.
 
       •  05 Jan 16 - EXPIRATION NOTICES - Since January 2013, DITCO has been notifying various agencies points of contact via email every 3-4 months advising the list of Communications Service Authorizations (CSAs) that are technically expired or expiring in the near term. These notices requested mission partners take steps to either issue re-award or discontinue actions to meet their needs. As DITCO continues to migrate from its legacy procurement system into the new procurement system called the Integrated Defense Enterprise Acquisition System (IDEAS), the need for quarterly email notifications will diminish. The IDEAS is programmed to auto-generate up to 5 Status of Acquisition Messages (SAMs) at various time intervals reflecting EXPIRATION NOTICE as the type action and with specific information in the remarks paragraph. Additionally, and most significantly IDEAS has been programmed so that if a CSAs exceeds it estimated service life (ESL) it is considered expired. As a result, all financial transactions associated with the expired CSA will cease, resulting in services being disconnected by the contractor due to non-payment. This emphasizes the need for timely REAWARD or DISCONTINUE TSR/TSO's, as applicable.

For CSA’s migrated into IDEAS the period of performance (PoP) is established based on the original ESL provided; as a result you will see an increase of EXPIRATION NOTICE SAMs. If it is determined the ESL is scheduled to end in < 12 months from date of migration or has already exceeded the ESL, DITCO will extend the PoP 12 months from date of migration. This will initiate the generation of EXPIRATION NOTICE SAMs immediately upon migration. As DITCO moves forward with the migration effort, this will stagger the re-award process of numerous accounts that may ensue under the Inquiry/Quote/Order process. The expiration notice process will become applicable to all non-indefinite delivery indefinite quantity (IDIQ) contract related orders in the near future. No orders associated with IDIQ Contracts (e.g. DATS, NETWORX, DTSP-II, DREN, TROJAN, INMARSAT, EMSS, etc) are subject to receiving expiration notices.
