Mission
The Reserve Personnel and Resources Office (J1/8-J12) manages U.S. Africa Command HQ’s operational and strategic RC forces, ensuring members are trained, ready, and integrated to meet mission requirements.

  • We manage Individual Mobilization Augmentees (IMAs) to fill IMA billets identified on the Joint Table of Mobilization and Distribution (JTMD) in order to provide operational support requirements and manpower required to shift to a wartime, contingency, or mobilization footing.
  • We manage service allocated funding for RC augmentation to provide short-term operational requirements (up to one fiscal year) and missions, 30–365 days above and beyond routine duty.
  • We maintain U.S. Africa Command's RC policy and is the primary advisor on all Reserve Component issues.

Officer Joint Qualification System (JQS)

The JQS provides Active and Reserve component (AC/RC) officers an opportunity to earn joint qualifications upon completion of the requisite joint professional military education and completion of a full tour of duty in a joint assignment (via either the standard path or the experience path).

The S-JDA path to a JQO designation requires a RC officer (O-4 & above) to complete a six (6) year assignment in a part-time Joint Duty Assignment List (JDAL) position. These types of positions are currently located in COCOM HQs, JS, OSD and Defense Agencies Headquarters. The officer must also complete Joint Professional Military Education (JPME) Phase I & II, or Advanced Joint Professional Military Education (AJPME). Once the time and education requisites are complete the officer may be nominated by their service for the award of the JQO designation.

The E-JDA path to JQO allows RC officers (O-1 and above) to accumulate joint experience points by completing shorter joint assignments, exercises, or training. Once an officer (O-4 & above) has accrued 36 joint experience points and completed JPME Phase I & II or AJPME, they may be nominated by their service for the award of the JQO designation.

The deadline for submitting E-JDA self-nominations for retroactive joint experience credit was extended for RC Officers until 30 Sep 2013. After 30 Sep 2013, RC Officers will have one year from the completion of an E-JDA experience period to self-nominate for joint experience points. RC Officers who have completed qualifying joint matters experience should submit for credit as soon as possible after completing the qualifying experience.

Advance Joint Professional Military Education (AJPME)

AJPME Course is a 40-week, blended-learning course consisting of two distance learning (DL) periods and two face-to-face (F2F) periods.

Developed to provide RC officers with a means to meet Joint Professional Military Education (JPME) requirements outlined in the law (Title 10, U.S. Code, Chapter 38, and Section 666) and DOD Instruction 1300.19. Like its in-residence counterparts at JFSC, AJPME is designed to provide our students with an opportunity to experience all of the planning and operational challenges a staff officer could anticipate over a three-year joint duty assignment, whether the assignment is on the Joint Staff, a Joint Task Force, and Service Component Staff.

Senior Enlisted Joint Professional Military Education (SEJPME)

Senior Enlisted JPME (SEJPME) Course is a stand-alone web-based course that educates SELs serving in or slated to serve in a joint organization.

Rank: Senior non-commissioned and petty officers, E-6 to E-9. Warrant officers, Commissioned officers. U.S. Federal Government civilian personnel of equivalent grade.

Eligibility: Registration is open to all components (Active duty, Reserves, Guard) and U. S. Federal Government agencies.

Prerequisites: Students should have completed their rank required Service PME prior to registering in this course.

Reserve Retirement Points: The Army, Navy, Air Force, Marine Corps, Coast Guard reserves, and Air National Guard award 13 reserve retirement points after completion and annotation of the SEJPME Course into members´ service records.
