About the National Capital Region Medical Directorate
 
   In accordance with guidance published in DoD 5136.13, effective October 1, 2013, the Defense Health Agency’s National Capital Region (NCR) Medical Directorate  was established to exercise authority, direction, and control over the Walter Reed National Military Medical Center, Fort Belvoir Community Hospital, and their subordinate clinics (DiLorenzo TRICARE Health Clinic, Tri-Service Dental Clinic, Family Health Center Fairfax, and Family Health Center Dumfries) and the Joint Pathology Center (JPC).
 
   The Director of the NCR Medical Directorate exercises enhanced Multi-Service Market (eMSM) authorities over these facilities and Naval Health Clinic Quantico and its subordinate Washington Navy Yard Branch Health Clinic; Naval Health Clinic Annapolis, Kimbrough Ambulatory Care Center and its subordinate Andrew Rader Army Health Clinic and Fort McNair Army Health Clinic; and Malcolm Grow Medical Clinic and Surgery Center (779th Medical Group), and its subordinate Pentagon Flight Clinic; and Bolling Clinic (579th Medical Group).  All of these Service and Joint MTFs together with the JPC comprise the NCR Market. This Market is the Military Health Systems (MHS) largest Market.

NCR Market Operations
The NCR Medical Directorate will operate its enhanced Multi-Service Market (eMSM) Military Treatment Facilities to provide effective and efficient healthcare to the enrolled population. The Market will integrate services aimed at providing patient- and family-centered care that is convenient and accessible. The Market will integrate and implement evidence-based standards in all healthcare disciplines. The Market will use a strong regional perspective, leveraging support arrangements throughout the region to optimize resources and service capabilities. Military Health System Quadruple Aim
 
Once fully developed, the NCR Market will respond to rapidly changing missions, peacetime and deployment, beneficiary demographics, technologies, economic conditions, health education, and research.  The NCR Market will emphasize a patient- and family-centric commitment by focusing on standards of care and access, regardless of where an individual is enrolled or treated. The NCR Market will use this construct to set aggressive Business Plan goals for performance achievement and to improve data quality, encourage the accountability of patients and providers, improve the quality of lives, and reduce costs of healthcare in alignment with eMSM governing guidance and metrics. The NCR Market will optimally distribute regional healthcare services and resources based on analysis of market conditions and organizational capabilities to effectively meet the requirements of the beneficiary population. Effectively direct short-term movement of eMSM personnel to support operational effectiveness and initiate long-term distribution strategies via program review and business plan updates.
