National Capital Region Medical Directorate (NCR MD) Issuances


Welcome to the electronic collection of unclassified NCR MD issuances. Within the NCR MD, issuances are any publications taking the form of Administrative Instructions (NCR MD-AIs), Manuals (NCR MD-Ms), Directive-Type Memorandum (NCR MD-DTMs), and their changes issued by the Director, NCR MD. All of the documents in this collection are listed in categories. Refer to the left side for access to each collection. The following is a summary of the NCR MD numbering system per the NCR CapMed-I 5025.01, "Formats and Procedures for Processing Issuances."

The NCR MD, formerly known as the Joint Task Force National Capital Region Medical (JTF CapMed) has transitioned to create the NCR MD as a part of the new Defense Health Agency (DHA). All existing issuances will continue in full force and effect until otherwise rescinded, replaced, or cancelled per the attached OASD(HA) Memo, "Legal Effect of JTF Guidance after October 1," dated October 4, 2013.

Following is a brief description of the NCR MD issuance categories:

Administrative Instruction (AI): An issuance that implements policies and tells the user how to procedurally enact a policy, operate a lawfully required program or activity, and assigns responsibilities. AIs shall not exceed 50 pages.

Directive-Type Memorandum (DTM): DTMs are issued ONLY for time-sensitive actions that affect current issuances or that will become NCR MD issuances and ONLY when time constraints prevent publishing a new issuance or a change to an existing issuance. DTMs shall not be used to permanently change or supplement existing issuances. They shall be effective for no more than 1 year from the date signed, during which time they shall be incorporated into an existing NCR MD issuance, converted to a new NCR MD issuance, reissued, or canceled.

Manual: An issuance providing detailed procedures for implementing policy established in DoD Directives or NCR MD AIs.
