EUCOM agencies routinely engage with European and Eurasian partner nations and non-government agencies to collaborate during conferences and larger over-arching programs under which individual operations and exercises exist.
EUCOM provides support to NATO from training partner nations' forces for NATO missions to providing US forces for those missions. The State Partnership Program, Partnership for Peace, and others pair EUCOM and US forces with other nations' militaries to learn, prepare and work together to improve NATO operations through education, training and operational activities.

North Atlantic Treaty Organization (NATO)
One of EUCOM's key activities is to strengthen NATO's collective defense and assist its transformation. This is accomplished through our primary mission of building partner capacity to enhance transatlantic security.
Military-to-Military Engagement Program
The Military-to-Military Engagement Program (mil-to-mil or M2M) is spearheaded at EUCOM by the J5 though multiple directorates, staff sections, National Guard units, and the component commands have a role carrying out the mission.
Partnership for Peace
Partnership for Peace (PfP) aims to enhance cooperation and stability in central and eastern European countries while increasing interoperability between partner nations and NATO.
National Guard State Partnership Program
The State Partnership Program links U.S. states with designated partner countries to promote access, enhance military capabilities, improve interoperability and enhance the principles of responsible governance.
International Chief of Chaplains Conference
EUCOM holds chaplain conferences annually, co-hosting conferences with the Ministry of Defense of the nation hosting the conference.
International Legal Conference
The George C. Marshall Center for Security Studies and EUCOM Staff Judge Advocate hosts an annual international legal conference to encourage collaboration between European neighbors on mutual legal challenges that the region faces, conducting joint/combined operations.
EUCOM Studies Program
The studies program allows studies from military or civilian universities and schools, think tanks, or industry counterparts to get outside perspective of how EUCOM does business and how streamlining improves processes across the area of operations.
Stategic Foresight
Strategic Foresight identifies underlying trends in the complex operational environment and uses these as a point of departure to provide insight on political, social, cultural, economic, and military issues of importance to EUCOM, NATO, and our European partners.
