Tom McGuire graduated from Cornell University and served on active duty in the United States Navy until 2008.

At sea he served as a Surface Warfare Officer in seven different ships and commanded the destroyer, USS O’Bannon and the guided missile cruiser, USS Leyte Gulf.

Ashore, he served principally in financial management billets to include positions as Assistant to the Director, Office of Budget; Executive Assistant to the Principal Deputy Assistant Secretary of the Navy (Financial Management and Comptroller); Comptroller and Deputy Commander, Naval Sea Systems Command; and Head, Program Planning and Development Branch for the Chief of Naval Operations.

Mr. McGuire also served as Special Assistant for Legislative Affairs for the Chief of Naval Personnel and on the staff of NATO’s Secretary General in Brussels as an Intelligence and Political Affairs Watch Officer and Briefer. While in Brussels, he earned a Masters of Science Degree in Business Administration.

Upon completion of his final active duty tour as Deputy Commandant, Naval District Washington (NDW) and his retirement from active duty, Tom McGuire accepted a Civil Service position as NDW’s Director of Manpower. In 2009, he assumed his current position as Executive Director, Naval District Washington.
