Why Army Organizations Should Use HR Solutions
HR Solutions Is the Army’s Preferred Strategic Source for Human Resource Knowledge-Based Services and Army Senior Leaders Expect Army Organizations to Use the Army’s Preferred Sources to Satisfy Their Requirements.
In support of the Secretary of the Army's Optimization of Army Services Implementation Plan, the Army's Strategic Sourcing Executive Committee (SSEC) designated 31 existing Strategic Sourcing Initiatives as "Preferred Sources". HR Solutions was identified as one of the 31 Preferred Sources. As a Preferred Source, Requiring Activities must assess the designated Preferred Sources for suitability and capability in meeting their mission needs as part of their market research prior to initiating a new contract for covered supplies and/or services.
On 20 May, 2015 the Deputy Assistant Secretary of the Army, Procurement (DASA-P) issued Principal Assistant Responsible for Contracting (PARC) Policy Alert #15-80. The PARC policy alert mirrors the SSEC Chair's memorandum adding "if the Preferred Source is not suitable to meet mission requirements, the contracting officer shall document the facts IAW standard procurement procedures"


HR Solutions Provides Significant Cost Savings for Human Resource Services Support Contracts
Based on historical data, on average, HR Solutions services contracts are awarded for 20% less than what the Requiring Activities anticipated and programmed for based on Independent Government Cost Estimates. Additionally, because HR Solutions provides dedicated professional acquisition management and support for the entire life-cycle of the contract, Requiring Activities do not have to dedicate significant organic resources to properly manage the contract.
