The new Fort Richardson Health Clinic project was selected by the U.S. Army Corps of Engineers and the U.S. Army Surgeon General to be the medical facilities 'pilot' project for application of “MILCON Transformation” principles, utilizing design-build acquisition strategy and looking to apply industry standards where appropriate and fitting. The “MILCON Transformation” principles demanded an aggressive schedule for design and construction; this enabled completion of this clinic within 18 months of notice to proceed issued to the contractor.
Meeting such a schedule required fast-tracking the design of civil and structural elements to allow essential site and foundation preparatory work to be completed prior to winter, and before the detailed design of interior construction and systems was completed.
This construction project has provided many tangible benefits to the holistic Medical MILCON program by providing feedback on lessons learned to other medical facilities.
