Office Overview:
The NCIS Northeast Field Office (NEFO) is located aboard Naval Station, Newport, RI, and provides general crimes, fraud, counterintelligence and counterterrorism support to DON equities within a nine state geographic area along the north and along the eastern seaboard that encompasses the states of Wisconsin through Maine, and includes the eastern provinces of Canada (Ontario, Quebec, New Brunswick, Nova Scotia, Newfoundland and Prince Edward Island).

Investigative Programs and Support:
The NEFO Economic Crimes Program targets a $136 billion DON contract base involving approximately 33,000 contracts, with Navy-awarded contracts ranking #1 or #2 in every NEFO state.  To combat these numbers and potential fraud issues, heavy emphasis is placed on fraud outreach with law enforcement, DoD regulatory/audit agencies and defense contractors to market NEFO fraud capabilities and identify vulnerabilities at major acquisition commands. The NEFO General Crimes Program focuses operational and investigative support to fleet-based Naval Submarine Base, Groton, CT, in addition to Naval Station Newport, RI, Naval Weapons Station Earle, NJ, and Portsmouth Naval Shipyard, Portsmouth, NH.  Given the large geographic area of responsibility (AOR) of NEFO, which encompasses the major metropolitan areas of Philadelphia, Pittsburgh, Newark, New York City, New Haven, Providence and Boston, NEFO agents conduct leads in support of other NCIS investigations.

The NEFO counterintelligence (CI) program is largely focused on support to DON Research Development and Acquisition (RDA) equities.  The RDA program covers five IG-mandated critical locations, four Naval Nuclear Propulsion Program facilities, one university-affiliated research center and over 400 cleared defense contractors who are actively engaged in developing and fielding some of the most sensitive Navy war-fighting technologies.  NEFO has dedicated significant resources in establishing an aggressive CI briefing and debriefing program.  NEFO RDA agents participate in several joint counter-proliferation and CI working groups with federal investigative and law enforcement partners.  NEFO CbT (combating terrorism) efforts are focused on integration within three Joint Terrorism Task Forces (JTTFs) and providing Antiterrorism/Force Protection support to significant special events such as New York Fleet Week, the Army Navy Game, the War of 1812 bicentennial commemorations and high interest ship visits to Eastern Canadian ports.  Additionally, NEFO personnel provide Protective Service Field Office support to the frequent visits of High Risk DON personnel to the major metropolitan areas within the AOR.
