Lieutenant Colonel Charlette K. Woodard was born and raised in Washington, DC.  Prior to Lieutenant Colonel Woodard’s current assignment, Chief, Officer Career Policy Branch, Director of Military Personnel Management, Deputy Chief of Staff, G-1, Washington, DC, she served at the 377th Theater Sustainment Command in Belle Chasse, Louisiana as the Assistant Chief of Staff, G-1 from 2012 to 2014 and as the Executive Officer to the Deputy, Chief of Army Reserve, Washington, DC from 2010 to 2012.  Lieutenant Colonel Woodard served as the Commander for the 461st Human Resources Command from July 2009 through August 2010 in support of Operation New Dawn and from July 2008 to July 2007 in Decatur, Georgia.  While assigned to the United States Army Reserve Command, Fort McPherson, Georgia, she held positions of Personnel Staff Officer and Human Resources /Mobilization Officer from 2005 to 2007. 

Lieutenant Colonel Woodard deployed to Baghdad and Southern Iraq in support of Operation Iraqi Freedom from May 2003 through July 2004 as a Postal Officer and Postal Detachment Commander.  Lieutenant Colonel Woodard was assigned to the Project Management Officer-Defense Travel System in Arlington, Virginia and held various positions, such as the Adjutant, Deputy Support Branch Chief, and Support Branch Chief from 1998 to 2004.  In addition, Lieutenant Colonel Woodard served as an Administrative Officer and Equal Opportunity Advisor while assigned to the 55th Material Management Command in Fort Belvoir, Virginia from 1996 to 1998.

In May 1993, Lieutenant Colonel Woodard received her commission from the North Carolina Agricultural and Technical State University and her Bachelor of Arts Degree in Business Administration from Bennett College, both in Greensboro, North Carolina; Master of Business of Administration from University of Phoenix.  Lieutenant Colonel Woodard’s military education include:  Action Officer Force Integration Course; Command General Staff College; Adjutant General Captain’s Career Course; Adjutant General Officer’s Basics Course; Resources Management Budget Course; Planning, Programming Budgeting, Execution System Course; and Equal Opportunity Advisor Course.

Lieutenant Colonel Woodard’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal (with Three Oak Leaf Clusters), Joint Service Commendation Medal, Army Commendation Medal (with Two Oak Leaf Clusters), National Defense Service Medal (2), Iraqi Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal, Army Service Ribbon, Army Overseas Service Ribbon, Army Reserve Component Overseas Training Ribbon, and Department of the Army Staff Identification Badge.
