REF Operational Approach

The REF was established as a quick reaction capability to work directly with units to identify urgent capability gaps and provide non-standard equipment solutions. To do this, units use the REF 10-Liner, a Headquarters, Department of the Army (HQDA)-approved urgent requirements document, to describe their challenges.

The REF has been delegated unique authorities to action these requirements including requirement validation authority from HQDA, acquisition authority from the Army Acquisition Executive and funding designated to support warfighter’s requirements. The REF relies on partnerships with Army and other governmental organizations to provide units with the best non-standard kit possible.

In order to best serve the operational force, the REF is working with forward units to predict potential challenges the Army may face in new environments. For example, REF has been working closely with the 2nd Infantry Division to identify challenges and solutions associated with subterranean operations. Additionally, its support to the Regionally Aligned Forces and the Global Response Force help predict requirements for regions and environments worldwide.
