Environmental Reporting

What is it?

USAEC collects Army-wide environmental data required by Headquarters, Department of the Army (HQDA) and Department of Defense (DoD) decision-makers. USAEC manages web-based data collection and analysis tools used by installations, garrisons, the Installation Management Command (IMCOM), Army commands and HQDA. These data collection tools are used to meet reporting requirements for the Defense Environmental Programs Annual Report to Congress (DEP ARC).

What has the Army done?

Over the years, the Army has established web-based tools to help with reporting requirements for environmental restoration, compliance-based cleanup, environmental quality and  environmental performance assessment.  The data collected through these tools has been used to meet regulatory requirements, as well as provide Army leadership and installation staff with standardized information on environmental compliance, conservation, and reimbursable program information.

 

The Environmental Quality module allows for ad hoc reporting of notices of violation as well as quarterly submission of metrics related to the army's compliance, conservation and pollution prevention programs. The Environmental Restoration module is used to collect, submit, and report data for sites being addressed with Environmental Restoration, Army (ER,A) or Base Realignment and Closure (BRAC) funds in one, centralized system. It provides the ability to enter and revise cost-to-complete estimates and import Remedial Action Cost Engineering Requirements (RACER) estimates. It automatically generates phase information and allows online phase-to-phase validation of required and programmed dollars. More than 45 standardized reports are also available for specific often-used queries. The Restoration module also provides document upload capability in support of Land Use Controls in Record of Decision/Decision Documents. The Compliance Cleanup module provides a means of identifying requirements and demonstrating that those requirements are auditable and defensible in the Army's budget and programming process.

What does the Army have planned?

The AEDB family of databases will be maintained for the entire Fiscal Year (FY) 2013 reporting period.  All systems being used for environmental management and reporting will be supported through December 31, 2013.  They will remain the authoritative data source for  FY 2013.  This FY 2013 dataset will be migrated into the new Headquarters Army Environmental System (HQAES) by December 2013 and will be managed by the Assistant Chief of Staff Installation Management (ACSIM).  HQAES will be the new authoritative source starting with the FY 2014 data call and beyond.

Centralized management of the reporting process enables the Army to:

  • Support Army Environmental Program business processes
  • Manage Environmental data calls
  • Train system users and provide data entry help and instructional material
  • Manage data quality assurance processes
  • Provide a variety of data retrieval tools
  • Manage upward reporting requirements to DoD and HQDA
