Performance Assessments and Root Cause Analyses (PARCA) Earned Value Management division in the Office of the Assistant Secretary of Defense for Acquisition serves as the Department of Defense (DoD) focal point for all policy, guidance, and competency relating to EVM.

Earned Value Management (EVM) is one of DoD’s and industry’s most powerful program planning and management tools. The purpose of EVM is to ensure sound planning and resourcing of all tasks required for contract performance. It promotes an environment where contract execution data is shared between project personnel and government oversight staff and in which emerging problems are identified, pinpointed, and acted upon as early as possible. EVM provides a disciplined, structured, objective, and quantitative method to integrate technical work scope, cost, and schedule objectives into a single cohesive contract baseline plan called a Performance Measurement Baseline for tracking contract performance.

Vision

Earned value management is fully embraced by the DoD Acquisition Community as an inherent part of the acquisition chain and facilitates joint situational awareness and decision making. EVM is a self-evidently beneficial methodology that provides Program Managers accurate and timely insight into cost, schedule, and technical performance of DoD programs.

PARCA's goal is to increase earned value's constructive attributes for the DoD firms managing acquisition programs by reducing the economic burden of inefficient implementation of EVM. PARCA is dedicated to the idea that EVM is an essential integrated program management tool, and not merely a contractually required report.

As described in the August 10, 2011 Ashton Carter memo, “Earned Value Management (EVM) Systems Performance, Oversight, and Governance”, PARCA is responsible and accountable for EVM performance, oversight, and governance across the Department. Specifically:

• DoD EVM Interpretation and Issue Resolution Facilitation
