Civil and Administrative Law & Ethics
The Civil and Administrative Law Division provides legal advice to the U.S. Army Support Activity, Fort Dix Command and Staff, the
Devens Reserve Forces Training Area Command and Staff, and partner organizations regarding civil and administrative law
matters.
In addition to legal advice, the Civil Law section serves as the Agency legal representative in the areas of contract
and fiscal law, civilian labor and employment law (to include adverse personnel actions), environmental law, and other
matters involving civil litigation and federal, state or local agency hearings.
The Administrative Law section provides legal advice and performs legal reviews of command policies, procedures and
regulations; real and personal property matters; actions conducted pursuant to Base Realignment and Closure (BRAC)
laws; Financial Liability Investigations of Property Loss; Line of Duty Investigations; military school administrative
actions; Freedom of Information Act and Privacy Act requests; Command Investigations conducted pursuant to Army Regulation
15-6; Congressional Inquiries; and providing support to non-Army organizations.
Additionally, the Civil and Administrative Law Division is responsible for managing the Command’s ethics program. This
includes providing advice and training to the workforce on ethical responsibilities of federal employees as well as
coordinating the completion and review of annual public and confidential Financial Disclosure Reports. The Staff Judge
Advocate and the Chief of Civil and Administrative Law Division are appointed agency ethics counselors and are authorized
to issue guidance on matters of government ethics.
