Mission
The NCIS mission is to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps-ashore, afloat, and in cyberspace.

Counterintelligence
Presidential Executive Order 12333 defines counterintelligence as "information gathered and activities conducted to identify, deceive, exploit, disrupt or protect against espionage, other intelligence activities, sabotage or assassinations conducted for or on behalf of foreign powers, organizations or persons, or their agents or other international terrorist organizations or activities." (Executive Order 12333, amended 30 July 2008).
Within the Department of the Navy, NCIS has exclusive investigative jurisdiction into actual, potential or suspected acts of espionage, sabotage, assassination, and defection.
Presidential Executive Orders 12958, 12968 and 12829 define national security information and establish the NCIS mission in safeguarding classified information, vetting personnel for trustworthiness and protecting classified information within industry.
NCIS works to neutralize foreign intelligence services and foreign commercial activities seeking information about critical naval programs and research, development, test and evaluation facilities. To prevent the compromise of military technology, NCIS pursues a robust Research and Technology Protection program, which works to safeguard the nation's vital defense technology.
