Fingerprint Submissions to the FBI National Crime Information Center
DoD Instruction (DoDI) 5505.11 establishes policy, assigns responsibilities and prescribes procedures in accordance with part 20 of Title 28 of the Code of Federal Regulations and section 534 of Title 28, USC for Defense Criminal Investigative Organizations and other DoD law enforcement organizations to report offender criminal history data to the Criminal Justice Information Services (CJIS) Division of the Federal Bureau of Investigation (FBI) for inclusion in the National Criminal Information Center (NCIC) criminal history database.
An individual who believes the entry in the FBI NCIC criminal history database is inaccurate or incomplete may submit a request to have his/her NCIC entry reviewed. The request for review must be in writing and addressed to:

The requestor must provide his/her full name, social security number, date of birth, date of the incident and an explanation or documentation that establishes the entry is incorrect or incomplete.
Note: Effective July 9, 2010 DoDI 5505.11 required Defense Criminal Investigative Organizations to submit offender criminal history data to the CJIS Division from the point when charges are referred to an earlier point when an agent or other law enforcement investigator determines, following coordination with the servicing Staff Judge Advocate or legal advisor if necessary, that probable cause exists to believe that the subject has committed an offense listed in Enclosure 2 of DoDI 5505.11.
Note: Adverse findings resulting from nonjudicial proceedings pursuant to Article 15, UCMJ for offenses listed in Enclosure 2 of DoD 5505.11 are reportable offenses.
No entry made in accordance with DoDI 5505.11 may be expunged, but inaccuracies in the submission may be corrected.
