Special Agent May previously served as Special Agent in Charge of the Norfolk Field Office, where he was responsible for all operational and investigative activities in the general crimes, procurement fraud, counterintelligence, and counterterrorism arenas for NCIS’ largest field office in Norfolk, Va., home to the largest naval fleet concentration area in the world.  From July 2009-February 2012, he served as Special Agent in Charge of the Carolinas Field Office at Camp Lejeune, N.C., which provides investigative and counterintelligence support to II Marine Expeditionary Force and U.S. Marine Corps Special Operations Command operational forces. In 2008, Special Agent May was selected as Deputy Assistant Director of Directorate for Intelligence and Information Sharing–Internal Communications. Special Agent May was promoted to GS-15 in 2006, and assigned as the NCIS Senior Representative to the Department of Defense Office of the Inspector General. 

In July 2003, Special Agent May was promoted to GS-14 and assigned as the Assistant Special Agent in Charge to the Criminal Investigation Task Force (CITF), Ft. Belvoir, Va., supporting the NCIS Global War On Terrorism mission in Afghanistan, Iraq, and Guantanamo Bay, Cuba.

Prior to his service with CITF, Special Agent May served in many first level supervisor and agent positions in various locations, including Norfolk, Va.; Kaneohe Bay, Hawaii; Coronado, Calif.; San Diego, Calif.; Barbers Point, Hawaii; Commander, U.S. Pacific Fleet, Hawaii; Marianas Guam; and Little Creek, Va.  

Special Agent May joined NCIS in 1984. During his career, Special Agent May has participated in numerous major crime investigations and protective service operations (PSOs). He has also trained and mentored more than 400 newly hired special agents in basic investigative procedures, PSOs, weapons, unarmed self-defense and physical fitness. Special Agent May has conducted liaison training missions in foreign countries throughout the South Pacific to better enhance U.S. working relationships within those areas.

After serving 30 years in the U.S. Army Reserve, Special Agent May retired in 2013 at the rank of Colonel. As a mobilized reservist, he served in support of Operation Desert Storm, Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF). 

Special Agent May earned a bachelor’s degree in Communications from James Madison University and a master’s degree in Organizational and Military Leadership from the American Military University. His awards include Defense Meritorious Service Medal, the Joint Service Commendation Medal and the Department of the Army Outstanding Civilian Service Medal.
