Installation Access
Effective 15 June 2015, visitors coming to Fort Lee, without certain types of federal government-issued identification cards, will be subject to a background check before being allowed to enter the installation for unescorted.
This step is being taken to ensure that Fort Lee is in compliance with Homeland Security Presidential Directive 12, which requires installations to vet 100 percent of visitors prior to entering the installation.
Per Homeland Security Presidential Directive 12 and AR Regulation 190-13, all persons desiring unescorted access to Fort Lee, must be vetted through the National Crime Information Center Interstate Identification Index-III (NCIC-III). NCIC-III is the Army’s baseline background check for entrance onto Army installations for Non-Military or Federal ID holders.
The Installation Commander will, in the absence of an approved waiver, deny unescorted access to the installation based on the results of the NCIC-III check that contains credible derogatory information indicating the individual may present a threat to good order, discipline, or health and safety on the installation.

Visitor Access
If you are a contractor or vendor arrange for your long term pass through your COR or Government Employee Sponsor
By requesting access, you are agreeing to a background check, which uses the National Crime Information Center Interstate Identification Index, a Federal Bureau of Investigation database that provides criminal histories from all 50 states and the District of Columbia.
To get your background check and access pass to post you can go to the Visitors Control Center (VCC), in the Dukes Welcome Center, adjacent to the Lee gate, between 5 a.m. to 8 p.m. on weekdays, and 6 a.m. to 11 p.m. weekends and holidays, or the Sisisky Gate Visitors Control Center, 8 p.m. to 11 p.m. weekdays. The process at the Visitors Control Center should take approximately 10 minutes per person. Please allow for this extra time when making travel plans.
Visitors requiring a pass arriving after 11 p.m. will be unable to access the installation.
You can submit a pre-approval request (if you are arriving between 5 a.m. to 8 p.m. on weekdays or 6 a.m. to 11 p.m. weekends and holidays) by emailing a completed Fort Lee Form 190-3 to usarmy.lee.imcom.list.des-access-control-forms-submissions@mail.mil. Requests for pre-approval should be submitted not less than three working days ahead of arrival date and not more than thirty days before.

NOTICE: If you are submitting a pre-approval request and have a License or ID from the following states, you must submit a photocopy along with the request: California, Colorado, Connecticut, Delaware, District of Columbia, Hawaii, Illinois, Maryland, Nevada, New Mexico, Utah, Vermont, or Washington.
If you are pre-approved for a visitor pass, your pass must be picked up at the Dukes Welcome
Center Visitor Control Center between 5 a.m. to 8 p.m. on weekdays
or 6 a.m. to 11 p.m. on weekends and holidays.
Be aware that all individuals 18 and older in the vehicle are required to have a background check and pass
before being allowed to enter the installation unescorted.
Visitors with a valid pass and picture ID can access the installation at any Access Control Point (ACP) during their visit. Passes are valid only for the approved timeframe based on the length or frequency of your visit.

All adults are required to possess valid ID. All juveniles without valid ID must be accompanied by an adult family member.
Acceptable Identity Documents
The following forms of identification are acceptable to enter the post without a NCIC-III background check:
- DoD Common Access Card (CAC)
- DD Form 2A (ACT) (Active Duty Military Identification Card)
- DD Form 2 (ACT/RES) (Armed Forces of the United States-Geneva Conventions Identification Card (Active and Reserve)
- DD Form 2 (RET) (United States Uniformed Identification Card (Retired))
- DD Form 2S (ACT/RES) (Armed Forces of the United States-Geneva Conventions Identification Card (Active and Reserve))
- DD Form 2S (RET/RES RET) (United States Uniformed Identification Card (Retired and Reserve Retired))
- United States Government issued authenticated Federal PIV credentials.
- DD 1173, United States Uniformed Services Identification and Privilege Card (persons over the age of 18)
Documents needed to access the post if you do not have identification acceptable to enter the post without a background check. Visitors may enter the post if they possess a Fort Lee access pass along with any of the following valid forms of identification:
- U.S. passport or U.S. passport card.
- State-issued driver’s license (see Additional requirements for Illinois, Minnesota, Missouri and Washington, as well as the American Samoa territory, due to non-compliance with the Real ID Act)
- DA Form 1602 (Civilian Identification and Gold Star Family)
- DD Form 2574, Armed Forces Exchange Services ID and Privilege
- DD Form 1934, Geneva Convention ID card for Medical and Religious
- DD Form 2764, US DoD/Uniformed Services Civilian Geneva Convention ID
- DD Form 489, Geneva Convention ID card for Civilians
- Permanent resident card or Alien Registration Receipt Card (INS Form I-551).
- Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine readable immigrant visa.
- Foreign passport with a current arrival-departure record (INS Form I-94) bearing the same names as the passport and containing an endorsement of the alien’s nonimmigrant status, if that status authorizes the alien to work for the employer.
- Employment authorization document that contains a photograph (INS Form I-766).
About the NCIC-III Background Check
Per Homeland Security Presidential Directive 12 and Army Regulation 190-13, all visitors and uncleared contractors desiring unescorted access to Fort Lee, must be vetted through the National Crime Information Center Interstate Identification Index (NCIC-III). NCIC-III is the Army’s baseline background check for entrance onto Army installations for individuals not in possession of certain types of federal government-issued identification cards.
This background check is required for all visitors to the installation ages 18 and above wanting unescorted access. All persons ages 18 and over must present a valid picture identification card for access to the installation. Valid picture identification includes government-issued identification such as a drivers license, state identification, or a passport issued by an authoritative agency (state/federal).

Personnel under the age of 18 will not have a NCIC-III check conducted.
The Installation Commander will, in the absence of an approved waiver, deny uncleared contractors, subcontractors and visitors unescorted access to the installation based on the results of the NCIC-III check that contains credible derogatory information indicating the individual may present a threat to good order, discipline, or health and safety on the installation.
Such derogatory information includes, but is not limited to the following:
- The NCIC-III contains criminal arrest information about the individual that causes the Installation Commander to determine that individual presents a potential threat to the good order, discipline, or health and safety on the installation.
- The installation is unable to verify the individual’s claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in the attempt to gain access.
- The individual has a current arrest warrant in NCIC, regardless of the offense or violation.
- The individual is currently barred from entry or access to a federal installation of facility.
- The individual has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography trafficking in humans, drug possession with the intent to sell or drug distribution.
- The individual has a US conviction for espionage, sabotage, treason, terrorism or murder.
- The individual is a registered sex offender.
- The individual has a felony conviction within the past 10 years, regardless of the offense or violation.
- The individual has been convicted of a felony firearms or explosives violation.
- The individual has engaged in acts or activities designed to overthrow the U.S. Government by force.
- The individual is identified in the Terrorist Screening Database (TSDB) as known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.
In cases where an uncleared contractor, subcontractor or visitor is denied access based on derogatory information obtained from an NCIC or NCIC-III check, personnel at the Access Control Point or Visitor Control Center will issue the denied individual instructions on how and where to submit a waiver request (Fort Lee Form 190-4 Waiver Application).
Long Term Access and Sponsorship
Arrange for your long term pass through your COR or Government Employee Sponsor if you are a contractor or vendor
Contractors, Vendors and Volunteers will be eligible for longer-term passes to access the installation. The authorized COR (Contracting Officer's Representative) or GES (Government Employee Sponsor) for the organization will have to sponsor you.
Access credentials may be issued for a period not exceeding the lessor of:
- 1 year
- Expiration of contract
- Expiration date of the ID of the individual
If you visit Fort Lee frequently, but do not have a valid ID that allows unescorted access, you may be eligible for an access pass that is valid for long term access.
Access credentials may be issued for a period not exceeding the lessor of:
- 1 year
- Expiration of contract or membership with a MWR activity
- Expiration date of the ID of the individual
- Access authorization limited to a lessor time
Family members
Family members and significant others, that are not eligible for a DoD ID card, and frequently visit may be eligible for an access pass that is valid for up to one year. You will have to be sponsored by your active military or DoD civilian family member.
Service Providers / Care Takers
Service providers and care takers that frequent the installation may be eligible for an access pass that is valid for up to one year. You will have to be registered with the DEERS/ ID Card office and sponsored by your military member.
For individual submissions fill out Fort Lee Form 190-3, then have the authorized sponsor sign and submit the form.
MWR Patrons
Customers that frequently visit MWR facilities may be eligible for extended access passes. The GES (Government Employee Sponsor) for the activity will have to sponsor your extended access. Contact the MWR facility for more information on getting extended access.
Use the Fort Lee Form 190-2 Group Application to apply for background check and issuance of long term access credentials for a group of employees working for a single company under a single contract.

- This form contains privacy act information, and must be protected.
- The COR / GES must collect this information and fill in the form.
Use Fort Lee Form 190-3 for individual Contractor, Vendor or Volunteer submissions
Submission: The Fort Lee Form 190-2 Group Application can be submitted the following two methods:
- The COR / GES can digitally sign the form, and send it encrypted and digitally signed, from their “.mil” email account. Send to: usarmy.lee.imcom.list.des-access-control-forms-submissions@mail.mil
- Sign the form and personally hand deliver it.
Trusted Traveler
The Trusted Traveler procedure allows a uniformed service member or Government employee with a valid CAC, a military retiree (with a valid DoD identification credential), or dependent active or retired military spouse (with a valid DoD identification credential) to present their identification token for verification while simultaneously vouching for any vehicle occupants.
- The Trusted Traveler sponsor must be the vehicle operator
- The Trusted Traveler sponsor must be escorting them the entire time they are on post.
- The Trusted Traveler sponsor is responsible for the actions of all occupants for whom they vouch.
- DoD defined Trusted Traveler procedure is for use during FPCONs NORMAL, ALPHA, and BRAVO
- During unannounced 100% ID checks at the gates, visitors may be required to receive a background check and access pass.
- The Trusted Traveler program is not authorized for non-spouse active or retired military dependents, contractors, volunteers or Family Care Providers, in accordance with Army Regulations.
- The Trusted Traveler procedure is governed and implemented locally and is not recognized from installation to installation.
Access Denial Waiver
Individuals denied access based on derogatory information obtained from a background check, may apply for a waiver. You will be eligible to access the installation if the waiver is granted.

Visitor Control Center
Fort Lee Visitor Control Operations are currently conducted at Lee Gate and Sisisky Gate.
Lee Avenue Visitor Control Center (BLDG 5228) hours are from 5 a.m. to 8 p.m. Monday – Friday and 6 a.m. to 11 p.m. on weekends and holidays.
Sisisky Boulevard Visitor Control Center (BLDG 1615) hours from 8 p.m. to 11 p.m. Monday – Friday (closed on weekends and holidays)
Visitors requiring a pass arriving after 11 p.m. will be unable to access the installation.
Visitors who have submitted pre-approval paperwork can pick up their visitor’s pass from the Lee Visitor Control Center between 5 a.m. to 8 p.m. Monday – Friday, or 6 a.m. to 11 p.m. on weekends and holidays.
Construction of a permanent Visitor Control Center is planned for Sisisky Gate in FY 16.
