ATRRS Downtime

The Pentagon has announced that the Enterprise System on which ATRRS operates will be down for a system upgrade. The outage will begin at approximately 0800 EST on Saturday, October 22, 2016 and is scheduled to be completed at approximately 1400 EST.

This will impact all ATRRS Applications and Modules.

ATRRS University

Training on the use and best practices of ATRRS is now available for current holders of an ATRRS LOGONID and password. Courses are provided by ALMS and available by self-enrollment.

Graduates of ATRRS-101 are eligible for the more specialist courses without the need for ATRRS-UNIV-300, 301, 302 and 303. Supervisors should encourage new users to complete relevant courses at the earliest opportunity.

New ATRRS Function for Soldiers attending Schools

Beginning 1 April 2016, ATRRS operators will be required to complete a Post Reservation Checklist (PRCL Function) prior to Reserve Component Soldiers attending Reserve Component Schools. The PRCL Function consists of 15 questions that will now be completed after a reservation is made The change to the application process provides Students time to fully comply with all requirements prior to attending a class. Note that the requirement to complete APFT prior to attending a class has changed to within 60 days of the class report date. As part of the Post Reservation Checklist management process, alert messages will inform the Student's chain of command of outstanding Post Reservation Checklists prior to the class report date. Completion of the ATRRS PRC will serve as notice to the schoolhouse that a Student is in compliance with necessary course requirements. It is important to note that an automatic cancellation of a reservation will occur at 2 days prior to the Report Date when the Post Reservation Checklist Status is Incomplete.

AKO Email
ATRRS Migration to DoD Enterprise Email

Email addresses cannot be updated directly in ATRRS.
Email addresses are entered, and updates may be made, when new reservations are added in ATRRS.

ATRRS will be using the enterprise email address stored by the authoritative data source, Defense Manpower Data Center (DMDC), Defense Enrollment Eligibility Report System (DEERS).

Important Annoucement
Increased Spearphishing against DoD Personnel Warning

(U) Current intelligence indicates that there has been an increase in spear phishing activity against Department of Defense personnel. Spear phishing emails are usually sent to a targeted audience utilizing spoofed email addresses or email addresses that appear to be from someone the person knows. These emails generally contain attachments or links that can lead to compromise of information.

Concerns:
(U//FOUO) Spear phishing emails can include malicious attachments or links to compromised websites. These sites usually look similar to commonly used websites such as banking or social networking and are designed to capture the user’s credentials for future use by an attacker. The attachments can contain various forms of malware that can lead to compromise of the user’s system. These forms of compromise may include callbacks to download additional malware or utilizing that system to pivot to others within the network.

Mitigation and Countermeasures:
(U//FOUO) All users should be vigilant to watch for the common indicators of a spear phishing email.
(U//FOUO) These indicators include:
*Sender’s name, organization, and/or company does not match the email address or signature.
*The message attempts to prove legitimacy by using words such as “Official”, “Mandatory”, or “Urgent”.
*Link text shown by hovering over URL may not match associated URL.
*Email contains unsolicited requests for personal information.
*Email uses overly poor grammar and contains multiple misspellings.
(U//FOUO) Never open links or attachments of suspect emails and immediately report the potential phishing emails to your Computer Network Defense Service Provider (CNDSP) or local help desk.

EEMSG Letter in Envelope
EEMSG - E-mail security policy change implemented for ATRRS

Beginning Oct 29 2014, in compliance with Defense Information Systems Agency (DISA) policy based on USCYBERCOM requirements, all system-generated emails sent from the ATRRS environment will be routed through DISA Enterprise E-Mail Security Gateway (EEMSG) servers.

The impact of this change upon the ATRRS community is minimal, however customers receiving ATRRS system-generated E-mail may begin to notice the insertion of an '[EEMSG]' label in the message subject line. The label does not indicate a problem, but simply that the message has been through a security check before reaching the recipient.

ATRRS Password Changes
Password rule changes for the ATRRS Logon ID password…

DISA Security requirements dictate that the TSO PASSWORD program used by Pentagon Mainframe customers in the past, to randomly generate their long term mainframe passwords, is no longer supported. The ability to change your password using the TSO command PASSWORD is disabled and no longer accessible. As of June 30, 2013, each user must set their own new password. Users are able to set their own passwords even after they have expired provided the users remember the current/expired password. When the current password has expired, users are prompted to change their password when they log on.

ATRRS users who have QWS3270 installed may renew or change their password during SIGNON to the TPX menu while using QWS3270.

Users of any ATRRS Web sites that require ATRRS Logon ID and password to log on may access the Renew Password process available on the ATRRS Portals menu bar either before or after logging on to Portals.

The new password must meet the following criteria (which are also posted on-screen for reference during the Renew Password process):

- It must be 8 characters in length.
- It can't be all alphabetic or all numeric.
- It can't match any of the previous 10 passwords.
- It must have at least one alphabetic, one numeric, and one national character (@#$).
- It must not match or contain the Logon ID.
- It can't contain more than 2 consecutive characters from the user's name.
- It can't contain more than 2 consecutive characters that match the same relative character positions in the previous password.
- It can't contain any consecutive repeating characters.
- The default password change interval can be no more than 60 days.
- The user must set their own password.
- The password must be in use for at least 1 day before it can be changed.
- The Logon ID will be suspended if you have more than 2 invalid password attempts in one day.
- The password cannot contain the below list of "reserved words" (which is subject to revision) :

- APPL
- ASDF
- BASIC
- CADAM
- DEMO
- FOCUS
- GAME
- IBM
- LOG
- month abbreviations (JAN, FEB, MAR, APR, MAY, JUN, JUL, AUG, SEP, OCT, NOV, DEC)

The same rules (8-characters in length, composed of letters, numbers, and national characters) apply to initial passwords assigned to new Logon IDs as well as "temporary" passwords generated by ITA Access Management for those requesting password assistance. Temporary passwords are for one time use meaning they will expire during the next LOGON attempt prompting the user to create a new password.

As required, ITA will issue temporary passwords to new users initially receiving their ATRRS Logon IDs, or to existing users needing to change their password who do not remember their previous password.

Soldier self-enrollment in Structured Self-Development (SSD) courses is no longer authorized

Per SMA directive on 18 Dec 12, Soldier self-enrollment in Structured Self-Development (SSD) courses is no longer authorized. See ALARACT 126/2014 for specific details and additional information. All new enrollments in SSD will follow the auto-enrollment triggers and the NCOES pre-requisite sequencing shown in the table below. Please note that SSD2 enrollments will commence as soon as all coordination has been completed. Soldiers that complete ALC-CC are not required to complete SSD2.

Soldiers currently enrolled in or who have already completed SSD classes above and beyond what they are eligible to take per above guidance will not be disenrolled… they will be allowed to complete this training. However, HQDA policy guidance will be forthcoming that will establish rules governing whether this accelerated completion will continue to result in promotion points being awarded and how long accelerated completion of SSD courses will be acceptable to meet NCOES selection and attendance pre-requisites. Soldiers should understand clearly that accelerated completion of SSD under these guidelines does not mean they may not have to re-take the training in the future when they are slated to take the training and attend NCOES in due course.

*HRC Schedules Active Army Soldiers for ALC, SLC and SMC. USAR and ARNG Soldiers are scheduled by their chain of command.

For AC, USAR AGR and IRR/IMA Soldiers: If you did not get auto-enrolled or feel you should be cancelled from SSD, email the HRC EPMD NCOES Operations branch at usarmy.knox.hrc.mbx.epmd-ncoes-ssd@mail.mil. For ARNG Soldiers, your unit should go through their Chain of Command to contact the state QSM. For USAR TPU Soldiers, your unit should go through their Chain of Command to contact the Commands QSM.

iBIS News
Integrated Business Intelligence Solution (iBIS)

The ATRRS Funding Allocation Model (AFAM) integrated Business Intelligence Solution (iBIS) website (https://www.atrrs.army.mil/channels/afam) is available for current AFAM National Guard and State level users. The initial dashboards available in iBIS are focused on providing metrics of particular interest to ARNG leadership. The reports are presented in Dashboard views that may be sorted, filtered, and exported based on the user’s preferences and needs. IBIS’s graphical interface provides data analysis capabilities not found in standard reporting tools.

Reserve Component Electronic-Based Distributive Learning (EBDL) Compensation

Reference Army directive 2010-06 Compensation for Reserve Component Personnel for Army Electronic-Based Distributive Learning (EBDL), 2 June 2010.

The HQ G-3/5/7 has developed a list of EBDL courses eligible for compensation as directed by Army Directive 2010-06. This EBDL course list will be reviewed by the HQDA/G37-TR semiannually for currency. Additions or deletions from this EBDL course list will be submitted to ASA (M&RA) for approval.

ITCOP
Institutional Training Common Operational Picture (ITCOP) Released

ATRRS has released the ITCOP website to production. The ITCOP website (https://www.atrrs.army.mil/ITCOP/) for Army Commanders and leaders provides enhanced analytical and reporting capability. ITCOP Dashboards are designed to provide Commanders and leaders visibility of Unused and Open Seats available to personnel under their Command. Additionally, ITCOP provides important historical seat execution metrics. The reports are presented in Dashboard views that may be sorted, filtered, and exported based on the user’s preferences and needs. ITCOP’s graphical interface provides data analysis capabilities not found in standard reporting tools.

Common Access Card (CAC) access authority to ITCOP is determined by Pay Grade and will be validated upon login. Individuals with Pay Grades of E8, E9, O5, and O6 shall be granted access to ITCOP. Users at these levels are authorized to delegate authority to other users. Delegated users are not granted authority to delegate access to others. All ITCOP users are able to view all Dashboards in the application.

Self Development Center
ATRRS Tips - Self-Development Training

The ATRRS Self-Development Center allows all military and DoD civilian personnel to easily search the ATRRS Course Catalog for available self-development courses and then self-enroll. Enrollment does not require the approval of a supervisor. Available courses include correspondence and online courses offered by the Army Correspondence Course Program, AMEDD, the Joint Warfighting Center, the Army e-Learning Program, and several other providers. You can access to the ATRRS Self-Development Center from links on AKO My Education, Army Career Tracker, and the ATRRS website.

Features and Benefits of the ATRRS Self-Development Center
• Provides one-stop shopping for all self-development courses offered in ATRRS.
• Assists Soldiers who seek to advance their knowledge, skills, and promotion points.
• Streamlines the training application form by pre-loading many fields with data from AKO, CAC, and/or previous applications. Automatically transmits registrations to schools/systems that participate in the ATRRS Web Service interface.
• Centrally tracks course enrollments and completions in ATRRS and provides students with access to their ATRRS Training Record.

Registration Process
The registration process is quick and easy. As a student, you do not need to create an account in the ATRRS Self-Development Center, nor do you need to log into the system to search the catalog. After you select a course from the catalog, you’ll be prompted to log in with a CAC in order to submit a training application. Many of the fields in the application are pre-populated from data pulled from AKO, CAC, and/or previous applications. You’ll receive an email a few minutes after submitting your application to notify you of your registration status and to provide any instructions from the school regarding access to courseware. ATRRS has a direct interface with many of the systems that provide courseware, such as the Army Learning Management System (ALMS), and your Self-Development registration is automatically transmitted to those systems. This allows you to access courseware shortly after submitting your training application.

Army e-Learning Program
The Army e-Learning program provides a free license to use Skillport, a commercial, online education system. Skillport contains thousands of online courses, some of which are even ACE (American Council on Education) accredited. Eligible students may register for an Army e-Learning license in the ATRRS Self-Development Center. Upon registration, ATRRS automatically creates an account for you within Skillport and emails instructions to access it. Skillport notifies ATRRS when you successfully complete a course and your ATRRS training record is updated accordingly.

ATRRS Training Record
The Self-Development Center also provides an option to review your ATRRS training record. This displays all past, present, and future reservations recorded for you in ATRRS. It also shows whether or not you successfully completed a course. If a completion certificate is available for a course, then you can download it directly from the Self-Development Center.  The site also allows you to view and print a record of all training you successfully completed.

ATRRS Training Receives Three Communicator Awards

The US Army Training Requirements and Resources System (ATRRS) multimedia training presentations earned three 2012 Communicator Awards of Distinction from the International Academy of the Visual Arts on April 30, 2012. These training presentations were made available to the entire ATRRS community through the ATRRS website (https://www.atrrs.Army.mil) earlier in the year. ATRRS won three Silver Distinctions in the Interactive Multimedia category for:

The Communicator Awards are judged and overseen by the International Academy of the Visual Arts (IAVA), a 550+ member organization of leading professionals from various disciplines of the visual arts dedicated to embracing progress and the evolving nature of traditional and interactive media. No Social Security Numbers
Sending SSN to ATRRS Help Desk

Do not include social security numbers (SSN) in emails you send to ATRRS support staff. To do so is a violation of federal law, including but not limited to the Privacy Act of 1974. It is also considered a security breach in the protection of personally identifiable information (PII).

In the event that you require a review of an individual’s records by ATRRS support personnel, please email either the individual’s AKO username or the parameters of the course in which they are currently enrolled (FY, SCH, CRS, Phase, CLS, Name).  This information is sufficient to allow ATRRS support personnel to access the details needed to assist you.

Promotion
Automated Promotion Point Reporting in ATRRS

Army G1 has directed the automation of promotion point calculations for Active Army promotion to E5 and E6. Automation will ease the burden on Soldiers and Personnel Officers who manually submit data to eMILPO to justify the award of promotion points. An immediate benefit of automation will be in the reporting of academic achievement awards earned in WLC and ALC.

The ATRRS R2 function has been modified to allow the posting of academic achievement awards for WLC and ALC. For those posting class output statistics, click the drop-down arrow for the Soldier on the R2 to view the Achievement Award field and select the highest award for which the Soldier qualifies. If the Soldier qualifies for more than one achievement award, post the highest, i.e. Distinguished Honor Graduate (highest), followed by Distinguished Leadership Graduate, and then Commandant’s List. ATRRS will transmit the achievement data for Active Army Soldiers to TAPDB and eMILPO, thus relieving the Soldier from the need to send the information to eMILPO. It is imperative that schools post achievement award data to make this process work.

Need to view Training by UIC? – Use the ATRRS Training Tracker!

The ATRRS Training Tracker allows a Command Sergeant Major (CSM) and First Sergeant (1SG) to view the training records of individuals assigned to their UIC in the Total Army Personnel Data Base (TAPDB). The CSM and 1SG have to be listed as such in TAPDB and they only have access to the records of Soldiers belonging to that UIC.

A CSM or 1SG may grant a colleague access to the Training Tracker for a temporary or extended period up to 180 days. The colleague must already have an AKO account and access is only possible to UICs the CSM or 1SG is authorized to view.  Click here to access.
